Extension of the revised orders on encashment of Earned Leave and Half pay Leave to industrial employees.



Extracts from PIB Release dated 26th December, 2012
Contributing to the financial inclusion of the rural people:

(A)       Wage disbursal under Mahatma Gandhi National Employment Guarantee Act (MGNREGA):Extensive rural postal network of the country is actively engaged in disbursal of wages of MGNREGA with high levels of efficiency. During the year 2012-13 the Post Offices disbursed about Rs 9,133 crore by October, 2012 through about 5.53 crore savings accounts of MGNREGA workers standing in the Post Offices. Thus, the Department of Posts significantly contributed towards the success of this unique social security arrangement of unprecedented scale.

(B)       Financial Inclusion of Below Poverty Line (BPL Household: Department of Posts leveraged its network and outreach to financially include BPL households by targeting them for opening their savings accounts in the Post Offices and thus providing them with access to savings services. During the Year 2012-13 more than 1.53 crore households were financially included through this initiative by October, 2012.

            Introduction of e-enabled services


(A) 24,969 Departmental post offices have been computerized as on date
(B) India Post has introduced Remotely Managed Franking System in place of existing electronic Franking Machines. Around 5681 RMFS machines have been licensed and activated as on date.
(C) e-Post office Portal was commissioned during 2011. During the current year PLI premia payment has also been added apart from sale of philatelic material. 

            International Remittance services

            Recognizing the spurt in the volumes of international remittances into India in the recent years and the notable contribution of remittance inflows to the country’s economy, the Department of Posts has taken a project to revamp its international money order services. Currently, DoP provides electronic money remittance services on two platforms, viz. the IFS (developed by the Universal Postal Union) and Eurogiro. The following action has been completed in this regard:
1.                  Setting up an International Remittances Unit (IRU) at CEPT, Mysore.
2.                  Starting the inward international money order transactions from France on 22 November, 2012.
 Expansion of Clientele Base of Postal Life Insurance(PLI) 

In order to provide insurance coverage to persons of various organizations which were earlier out of purview of PLI schemes and to scale up business revenues employees of following organizations have also been brought under PLI scheme w.e.f. 18.10.2012:
(i)            Joint ventures having Govt/PSU stake
(ii)          Credit Co-operative Societies registered under Co-operative Societies Act
(iii)         Scheduled Commercial Banks
(iv)         Deemed Universities and Educational Institutions accredited by recognized bodies i.e. AICTE, MCI, NAAC etc.

“Sampoorna Jeevan Bima Gram” and “Sampoona Bima Sangathan”

            For better insurance coverage of eligible population, a targeted approach to cover villagers under RPLI and organizations under PLI has been started from November 2012 as under:-
(i)            to identify and cover minimum 75% of employees of 20 organizations up to 31.10.2012 and 30 organisations/units up to 31.10.2012 as “Sampoorna Jeevan Bima Sangthan/Unit” under Postal Life Insurance;
(ii)          To identify and cover 1000 villages up to 31.10.2012 and 2000 villages up to 31.03.2013, as “Sampoorna Jeevan Bima Gram” wherein at least one member of each house hold is to be enrolled under Rural Postal Life Insurance.

Financial Services
           
The Department successfully completed the vendor selection for its Financial System Integration project. The vendor selected was M/s Infosys who will be involved with the Core Banking solution and setting up of ATMs for the Department. The project has started on 28th September 2012. 

            UIDAI Aadhar letters: 

Department of Posts is working as Register with UIDAI for providing Aadhar enrolments through Post Offices for phase-II operations also. A total of 80,84, 181 successful enrolments have been completed.

 ePost: 

New and enhanced version of ePost software has been launched on 12th December 2012. The enhanced version will have facility of sending multilingual messages apart from sending PDF files as attachment. During the year 2012 (upto Nov 2012), 13.64 lakh messages have been sent and Rs 104.50 lakhs earned as revenue. 

            Sale of Gold Coins: 

Under retail post, India Post sells 24 carat gold coins of the denomination of 0.5 g, 1g, 5g, 8g, 10g, 20g and 50g through selected Post Offices. During the year 2012 (upto Nov 2012), 708 kg of gold coins were sold  and Rs 10.99 crores earned as revenue. 

            Project Management Unit

            The Government has approved the IT Modernization Project of the Department of Posts for computerization of all the non-computerized post offices, Mail Offices, Administrative and other offices, establishment of required IT infrastructure, development of required software applications. IT modernization Project – India Post will enable Department to enhance and provide value additions to Mail, Savings Bank and Insurance, customer service while providing a platform to launch new initiatives and provide new rural services. 

Money remittance through Mobile phone service: 

            An agreement has been signed with BSNL for providing money remittance through mobile phones. This is joint endeavor of Department of Posts & BSNL. BSNL has been provided with the requirements of DOP for development of the software. This service specially tailored for those who have a need to remit money regularly up to a sum of Rs 10,000. Under the Scheme, a remitter can go to any Post Office in the Circle enabled for theMobile Money Transfer Service and remit an amount from Rs 1000/- to Rs 10,000/- to be paid to another mobile subscriber at the designated Post Office. அன்புத் தோழர்களே ! வணக்கம் . PTC , மதுரையில் பல்வேறு பிரச்சினைகள் நம்மால் தீர்க்கப்பட்டாலும் , தற்போது INDUCTION TRAINEES பயிற்சி மையத் தேர்வில் குறைந்த பட்சம் 60% மதிப்பெண் பெறவில்லையானால் அவர்களை பதவி இறக்கம் செய்யும் அளவுக்கு அதிகாரத்தை தன் கையில் எடுத்துக் கொண்டு செயல்படுவது கண்டு நாம் வாளாவிருக்கமுடியாது. இது அடிப்படை சட்டவிதிகளுக்கு மாறானது என்பதை CPMG அவர்களுக்கு நாம் சுட்டிக் காட்டி உடன் பதவி இறக்கம் செய்யப்பட்ட உத்திரவை ரத்து செய்து பாதிக்கப் பட்ட தோழர்களை அதே பணியில் அமர்த்திட வேண்டியுள்ளோம்.

மேலும் Constitutional Provisions அடிப்படையில் SC /ST ஊழியருக்கு , அவர்களுக்கு உண்டான காலியிடங்கள் நிரப்பப் படவேண்டி பணி நியமனத் தேர்விலேயே அவர்களுக்கு மதிப்பெண் relax செய்து குறைந்த பட்சம் 17 மதிப்பெண் வரை தேர்வு செய்யலாம் என்று இருக்கும்போது , அப்படித் தேர்வு செய்தும் கூட அவர்களுக்கு அரசியல் சாசன ரீதியான இட ஒதுக்கீடு செய்யப்பட காலியிடங்கள் நிரப்பப் படாமல் BACKLOG காலியிடங்கள் ஏராளம் இருக்கும் போது , அவர்கள் இவ்வாறாகப் பெற்ற பதவி உயர்வு வாய்ப்பை , அரசியல் சாசனத்திற்கு எதிராக , கீழ்மட்டத்தில் ஒரு பயிற்சி மையத்தில் 60% மதிப்பெண் பெறவில்லையெனக் கூறி தட்டி பறிப்பது கொடூரமானது எனவே இது குறித்து நமது அஞ்சல் மூன்று மற்றும் RMS மூன்று மாநிலச் சங்கங்கள் எழுதியுள்ள கடித நகலை கீழே உங்கள் பார்வைக்கு அளிக்கிறோம்.

மேலும் இது குறித்து உரிய நடவடிக்கை கோரியும் , குறைந்த பட்சம் 60% மதிப்பெண் பெறவேண்டும் என்ற உத்திரவை மாற்றிடக் கோரியும் நம்முடைய அகில இந்திய சங்கத்திற்கும் கோரியுள்ளோம்

நாளை 28.12.2012 அன்று புது டெல்லியில் இலாக்காவின் உச்சமட்ட அமைப்பான மத்திய கூட்டு ஆலோசனை குழுக் கூட்டம் (JCM DC ) நடைபெறவுள்ளது. அதில் இந்தப் பிரச்சினை குறித்தும், LSG பதவி உயர்வில்DIVISIONAL CADRE ஆக இருந்த LSG, CIRCLE CADRE ஆக மாற்றப் படும்போது பணி நியமன அடிப்படையில் SENIORITY என்பது சரி செய்திருக்க வேண்டும் . அப்படி செய்யாதது இலாக்காவின் தவறு என்பதால் ONE TIME MEASURE ஆக தற்போது சரி செய்து LSG பதவி உயர்வு வழங்க வேண்டும் என்பதையும் பிரச்சினை எழுப்பி விவாதிக்க வேண்டும் என்றும் நாம் கோரியுள்ளோம். LEADER , STAFF SIDE JCM ஆக உள்ள நமது முன்னாள் பொதுச் செயலர் தோழர் KVS அவர்கள் இந்தப் பிரச்சினைகளில் தலையிட்டு ஆவன நடவடிக்கை எடுக்கப்படும் என்று நமக்கு உறுதியளித்துள்ளார்கள் என்பதை உங்களுக்கு தெரிவித்துக் கொள்கிறோம்.

Sub: Reversion of Sorting Assistants into MTS/MG who were promoted in the LGO Examination of October 2011 on the plea of not securing 60% marks in the induction training at PTC, MDU - Reg.

Sri. S. Manohar, MTS, SRO, Kumbakonam and Sri. P. Venkateswaran, MG, HRO, Trichy were promoted as Sorting Assistants vide SSRM, T Dn., Trichy memo.no.BI/LGO/2011 dt.25.7.2012, after passing of the LGO Examination held on 16.10.2011. They have completed in-house training from 16.7.2012 to 29.7.2012. Being appointed in SA cadre,they have worked as Sorting Assistant from 30.7.2012 to 12.8.2012 and they have been drawn and paid with their due salary for that purposes.


They have further undergone induction training at PTC, Madurai from 13.8.2012 to 12.10.2012 and detained for further two weeks upto 31.10.2012 for re-training , noting the reason that they have not secured minimum 60% marks in the tests conducted at PTC. Thereafter, they were properly relieved from PTC, Madurai on the a/n of 31.10.2012 vide PTC, MDU memo. No.PTC/TRG/113-Induction/SAs dt. 31.10.2012.


On return from Induction training they were posted as SA at Mayiladuturai RMS and Ariyalur RMS respectively . worked in their places as Sorting Assistants from 1.11.2012 to 6.12.2012 and they were paid with the due salary on the promotional posts.


Thereafter, to the shocken surprise the have been reverted to MTS/MG grade in their old position with pay-grade pay, without assigning any reason , by the SSRM,T Dn.Trichy.


When represented with, they were replied that they have not secured 60% marks in the test conducted at PTC, Madurai. Further to add that 10 more officials were added in the row.


In this connection, our Unions bring the following for the kind notice of the CPMG, TN in order to intervene immediately and to settle the things in accordance with the statutory rules of the Department and to save the justified things . 


1. The abovementioned officials were properly appointed into SA cadre, on passing of the LGO examination , by observing the Rectt. Rules of the Department.


2. They were already worked in SA cadre from 30.7.2012 to 12.8.2012 and relieved from that grade for undergoing induction training and further , on completion of induction training they have been posted as SA in specific places and worked in that cadre in continuation of the training upto 6.12.2012. They were drawn and paid with the due salary also.


3. In these circumstances, it is to note that, no departmental rules permits, to revert any official from the promotional grade , without observing the basic rules on this subject.
4. It is gross violation of the rules of the Department, that they have been abruptly reverted from SA cadre even without giving any notice to get reply from them . It is quietly a denial of reasonable opportunity and against natural justice.


5. Moreover, as per the PA/SA revised rectt. Rules, even the confirmation examination is now scrapped and the restrictions already imposed stagnating the increments for the officials who have not passed the examination, is scrapped.


6. It is to add here that , the purpose of giving induction training is to facilitate the officials to get knowledge in the Departmental rules and the work nature in that cadreand it is the duty of the Training centre to cope up with the trainees effectively , who have already passed the Departmental examination. But the regular detention of trainees and return back the trainees in bulk batches shows the shortcomings of the faculty and top brass on this area and needs higher up introspection.


On the grounds stated above, it is submitted that, the reversion is not justified and against the statutory rules of the Department, denial of reasonable opportunity to the officials so reverted and totally against natural justice.


Hence we, the Circle Unions , seek the immediate personal intervention of the CPMG, TN Circle in this case, so as to restore all the officials into SA cadre and render justice.


Fixing the minimum qualifying marks in the tests conducted at PTC, Madurai and question paper pattern have to be considered for review at appropriate level , since minimum qualifying marks for UPSC /SSC and any Direct/Deptl. Examination is only 40/45 and PTC tests would not be above the standards of UPSC.

4.            The officers at Sl.  1, 43, 44, 96 above, who are due to superannuate in this month itself ie) 31.12.2012 should be made to join by 31.12.2012.

No reallotment request will be considered within a period of 1 year.
Officers should be relieved within 15 days from the date of this order.
In case, an officer is not willing to accept his promotion, his declination letter in writing should be received in Directorate within 30 days of this order, failing which, it shall be presumed that he has declined the promotion.
