Subject :- Revision of pension in r/o pre-2006 Commissioned Officers/JCOs/ORs pensioners/ Family pensioners.

Reference:- This office Circular No. 547 dated 11.09.2015.

Pension Disbursing Agencies are aware that as per this office Circular No. 547 dt.- 11.09.2015, Service/Family Pension in respect of JCOs/ORs are to be revised w.e.f. 01.01.2006 by the Pension Disbursing Agencies as per tables attached with circular. Specific tables for revision of Special Pension/Invalid Pension/ Service Element of Disability Pension in respect of Pre- 01.01.2006 PBORs retirees discharged with less than 15 years of qualifying service and Service Pension of TA personnel irrespective of their qualifying service have not been prepared as the Pension Disbursing Agencies would not be in a position to revise such cases. Hence, such cases shall be referred to the Pension Sanctioning Authorities by Pension Disbursing Agencies on enclosed Annexure to issue corrigendum PPOs in affected cases.


2. Similarly the DSC personnel who are receiving two pensions, one for regular Army Service and other for DSC Service, their pension for DSC Service shall not be revised. The pension for regular Army service shall be revised under these orders by the Pension Disbursing Agencies. A reference for revision of pension for DSC service will be sent to PCDA (P) on attached Annexure for issue of Corr. PPO. However, Pension of DSC pensioners receiving only one pension for DSC service shall be revised under these orders from attached Table of the Army personnel. DSC pensioners who were on clerical duty and other duty, their pension shall be revised by the attached table for group ‘Y’ and group ‘2’ respectively.

3. Maximum term of engagement for various ranks is mentioned in Appendix ‘X’ of this office important Circular No. 501 dated 17.01.2013. To maintain the uniformity in the tables, the rates have been shown up to the qualifying service of 28 years for each rank. The Service Pension may be revised only up to maximum term of engagement.

4. In Annexure ‘C’ for Navy attached with GOI, MOD letter dated 03.09.2015 circulated vide Circular No. 547, the Column Nos. have been typed erroneously as 2, 3, 5……, same may be treated as re-numbered from ‘1’ upward accordingly. Column No. 21 of Annexure ‘B’ (Air Force) of GOI, MOD letter dated 03.09.2015 circulated vide this office Circular No. 547 has erroneously been typed as ‘2021’, the same may be read as Column No. ‘21’ instead of ‘2021’. Further, in column 9 of Annexure ‘B’, the rate shown for the rank of CPL ‘Z’ against the qualifying service of 25.5 years has erroneously been typed as ‘Rs. 5151’, the same may be read as Rs. 4922 instead of Rs. 5151.

5. Similarly, equivalence of ranks across the three services has also been provided in Circular No. 501 dt- 17.01.2013 and Circular No. 512 dt- 26.06.2013. The rank of Chief Mechanician is equivalent to Chief Artificer. Therefore, the pension of Chief Mechanician shall be revised according to Chief Artificer. As per this office ibid circular, the rank of Mechanician IV is equivalent to Artificer IV. Therefore, the pension of Mechanician lV shall be revised equivalent to Artificer- IV.

6. Further, revision under these order may be done on the basis of rank last held and not for the rank for which pensioned as the same has already been clarified in Note below Annexure-Ill of Gol, MoD letter dated 11.11.2008 circulated vide this office Circular No. 397 dated 18.11.2008 (as amended from time to time).

7. All other terms and conditions shall remain unchanged.

OFFICE MEMORANDUM

Subject:- Discontinuation of Interview at Junior Level Posts in the Government of India- recommendation of Committee of Secretaries.

The undersigned is directed to refer to this Department’s D.O. of even number dated 04.09.2015 and subsequent OM’s dated 09th October, 2015, 09th November, 2015 on the above subject seeking detailed information on the progress made/action taken in the matter.

2. It is informed that Secretary (Personnel) had convened meetings on 14th December, 2015 and 17th December, 2015 to review the progress of implementation of the “No Interview Requirement Proposal” and to get the updated status on the decision/progress made by the various Ministries/Departments. Keeping in view the queries raised by the representative of various Ministries/Departments the following is once again clarified:-

(a) The decision to discontinue interview for recruitments is for all Group ‘C’, Group (which are now reclassified as Group ‘C’) Posts and for nongazetted posts of Group ‘B’ Category and all such equivalent posts.

(b) The ‘No Interview Requirement” proposal has to be implemented for all the junior level posts in Government of India Ministries/Departments/attached Office/Subordinate Office/Autonomous Bodies/Public Sector Undertakings.

(c) Instructions issued by the Department of Public Enterprises on 14 th December, 2015 vide OM No. DPE-GM to all Administrative Ministries
concerned with CPSES under them with advice to dispense with the practice of interview (copy enclosed).

(d) The timelines set regarding completing the process of the discontinuation of interview by 31.12.2015 has to be adhered to strictly. From 01 st January, 2016 there will be no recruitment with interview at the junior level posts as mentioned at 2(a) above, in Government of India
Ministries / Departments / attached Office / Subordinate Office / Autonomous Bodies / Public Sector Undertakings. All the advertisement for future vacancies will be without the Interview as part of the recruitment process.

(e) The interviews will be done away even in cases where in the past the selections used to be made purely on the basis of performance in the interview. The Ministries/Departments/Organizations’ will consider revising the scheme for selection for such cases.

(f) It is also clarified that as Skill Test or Physical Test is different from Interview, and they may continue. However, these tests will only be of qualifying nature. Assessment will not be done on the basis of marks for such tests.

(g) In case of specific posts where the :Ministry/Departments wants to continue undertaking Interview as a process of recruitment, a detailed proposal seeking exemption will have to be sent to the DoPT with the approval of the Minister/Minister In-Charge.

3. All the Oentral Ministries/Departments are therefore requested to ensure that necessary action in respect of their Ministry/Department/Organizations are completed within the stipulated time.

A consolidated report with the details of the decision taken/progress made in this regard should also be furnished to this Department at the earliest and not later than 7th January, 2016. Report so to be furnished with the approval of the Minister/Minister In-Charge shall include the details of the name and number of posts where the interview is discontinued and posts for which the exemption has been sought within the purview of the administrative Ministries/Departments.

Dear Comrades,

            NFPE along with AIPEUGDS (NFPE) has taken decision to go on 48 hours strike on 1st & 2ndDecember, 2015 on the four point\s charter of demands.

            NFPE had requested Secretary (P) in writing and by meeting personally to resolve the issues which are pending since long. But it is a very sorry state of affairs on the part of Department of Posts that neither any issue is settled nor even a single line in reply is being given.

            As you all are  aware that NFPE along with PJCA had declared indefinite strike from 6th May-2015 onwards. On most of the items  Secretary (P)  gave positive  assurance in writing in the meetings  during negotiations on agenda of strike Charter of demands and the minutes were circulated among all and were published in all union journals. On 5th May Honourable Minister  Communication also called  meeting with both Secretary Generals NFPE & FNPO and  he also gave positive assurances including  GDS wage revision by 7th CPC and for Cadre restructuring he told  that  he has signed the file after approving the proposals and handed over to Secretary Post.

            But after a lapse of 6 months period no progress is being noticed in any of the matter.

            Earlier National Joint Council of Action  of Constituent Organizations of National  Council JCM had taken  decision to go on indefinite  strike  from 23rd  November -2015 in which  our main demand of inclusion of GDS was also  included in the Charter of  demands

            It was expected that Pay Commission will submit its report upto 30th September, 2015. Pay Commission requested to grant 2 months extension to bind up the office but the Government of India was very much generous to grant 4 months extension to Pay Commission. Pay Commission has completed its task but now Government is interfering and Secretary Finance Ministry has directed Pay Commission to give recommendations keeping in view the fiscal condition of the country and it should not give such recommendations which cannot be implemented. NJCA had deferred the decision of strike from 23rdNovember, 2015. We as NFPE told in the meeting of NJCA that we are going on indefinite strike in Postal. NJCA leadership requested to review  and reconsider  the decision and change the  date as NJCA has given call of a grand Dharna by All India  leaders of NJCA at Jantar Manter, New Delhi on 19 November,2015. Some of our Confederation leaders and senior leaders of NFPE also advised to review the decision. Accordingly NFPE Federal Secretariat meeting was held at Hyderabad on 11.10.2015 and reviewed the situation and unanimous decision was taken to organize 48 hours strike on 1st & 2ndDecember, 2015 on the following 4 points of Charter of demands:

            (i) Include GDS in 7th CPC for wage revision and other service related matters. 

            (ii) Implement cadre Restructuring proposals in all cadres including Postal Accounts & MMS. 

            (iii) Fill up all vacant posts in all cadres of Department of Posts (i.e. PA, SA, Postmen, Mail Guard, Mail Man, GDS Mail Man, MMS Driver & other staff in      MMS, PA          CO, PA SBCO, Postal Accounts Staff, Civil & Electrical Wing    Staff, as            per actual sanctioned   strength. 

            (iv) Stop all types of harassment in the name of implementation of various     new      services and schemes and Trade Union Victimization.

BRIEF OF JUSTIFICATION OF DEMANDS

(i).   INCLUDE GDS IN 7TH CPC FOR WAGE REVISION AND OTHER SERVICE RELATED MATTERS.

            Gramin Dak Sewaks constitute 50% of Work Force in Department of Post. They run 89% Post Offices in Rural Areas. Since 2nd Pay Commission, every  time a Committee headed by bureaucrats  has been constituted to look into the wage revision  and other service related matters  except at the time of Vth  Pay Commission when Justice  Talwar  Committee  was formed which gave  very favourable  recommendations to the GDS  but Government  did not implement 25% of its recommendations. This time NFPE raised the issue to include GDS in 7th CPC and this was supported by Confederation and National Council JCM. But Government has not given any attention towards this demand. During the negotiation on Strike  Charter of demands, Secretary (Post) assured to refer the matter  to Government  of India again third time  with strong recommendations  and  on 05.05.2015 , Hon`ble  Minister Communication had also assured to use his influence to get the GDS included in 7th CPC but nothing has been done so far. It is coming to the notice by some sources that Department of Post is going to form bureaucratic Committee again. We have requested several times that when Pay Commission complete its task than this matter should  also be given to him . Now Pay Commission has been allowed to sit idol for 3 months. This period might have been utilized for the wage revision of GDS. But Government of India is not at all concerned about this poor deprived and exploited section of working class. We cannot tolerate this state. So we have to go to agitation to fight this injustice and discrimination.

(ii).       CADRE RESTRUCTURING

            Cadre Restructuring proposals were finalized by the Committee 2 years before. On 5th May 2015 Minister also approved.  JS&FA also cleared the proposals. DOP&T has not raised any objection and suggested to take clearance from Finance Ministry. There is no more financial implications even that Finance Ministry has not cleared the proposal. We have asked Department of Post several times but nothing has been done so far. If it is not implemented before implementation of 7th CPC report. It will be of no use.

(iii).     FILL UP ALL VACANT POSTS IN ALL CADRES OF DEPARTMENT OF POSTS.

            Though Recruitment is going on in the Department of Posts here and there. But there is acute shortage of staff in all cadres because recruitment is not being done as per actual sanctioned strength. If recruitment is made as per actual sanctioned strength and shortage is met out then 50%   problems will be solved automatically.
 
(iv).      STOP ALL TYPES OF HARASSMENT IN THE NAME OF IMPLEMENTATION OF VARIOUS         NEW SERVICES AND SCHEMES AND TRADE UNION VICTIMIZATION.

            Our staff in all cadres is facing so much harassment and victimization. Every day any new service or scheme is being launched without proper infrastructure and sufficient man power. CBS and CSI biggest problem for P-III, 100% delivery for Postmen. Harassment of staff in RMS on OTA, More problems in Circle Office, Postal Accounts and Civil Wing and Electrical Wings are being faced due to staff shortage. If any Trade union leader raises his voice against these onslaughts, he is victimized. Holding of Melas and Meetings on every Sunday and Holiday has become the regular practice against the directions given by Secretary (Post).

            So keeping in all these we have to fight against all these onslaughts and wrong policies of department of Posts and Government of India.

            Whatever we have achieved that is due to struggle only. We have achieved so many things in past by struggles only. If we fight unitedly we will win sure.

            For making the strike 100% successful please follow the following instructions: 

1.         Campaign programme of All India leaders have been declared and published in websites, all circle secretaries of NFPE affiliated unions are requested to consult each other and make all arrangements for the meetings of All India leaders. If any change is needed, can be made with consultation of all.

2.         All India leaders should attend the programmes compulsorily.

      3.           Maximum publicity should be given to the campaign programme.

      4.         Strike notice will be served on 06.11.2015 to the Secretary (Posts) by NFPE leaders.It should be served at all levels by organizing mass demonstrations.

      5.         Joint campaign programme should be conducted by all Circle/Divisional Secretaries in their respective Circles and Divisions and make maximum efforts for grand success of strike by organizing Gate meetings and General Body meetings.

      6.          Circulars/Pamphlets /Hand bills and Posters should be published and send to all. These should be published in regional language also.

7.         Please leave no stone unturned for success of strike.

8.         Give Wide Publicity in local Press and Media.

J . ராமமூர்த்தி அவர்கள்   தலைமையிலும் பொதுச் செயலாளர் தோழர்.M . துரைபாண்டியன் அவர்கள் முன்னிலையிலும்  சிறப்பாக நடைபெற்றது. இதில் சாஸ்திரி பவன் , ராஜாஜி பவன்  ஊழியர்  சங்கங்களின் இணைப்புக் குழு,  வருமானவரித்துறை, AUDIT & ACCOUNTS ,  CIVIL  ACCOUNTS ,  PAO , ICMR , NIOT, MEDICAL  STORES , CENSUS , அகில இந்திய வானொலி  உள்ளிட்ட  அமைப்பு களின் பிரதிநிதிகள் கலந்து கொண்டனர். முன்னதாக மறைந்த முன்னாள் அஞ்சல் மூன்று மாநிலச் செயலர் தோழர். பாலு அவர்களுக்கு நினைவஞ்சலி செலுத்தப்பட்டது. 

1. ஊதியக் குழு தொடர்பான கோரிக்கைகளை நிறைவேற்றாத மத்திய அரசைக் கண்டித்தும் , 

2. ஊதியக் குழுவே அறிக்கையை சமர்ப்பிக்க தயாராக இருந்த போதும்  வேண்டுமென்றே  நீட்டிப்பு அளித்து காலதாமதம் செய்யும் மத்திய அரசின் போக்கைக் கண்டித்தும்,  

3. தன்னிச்சையான அமைப்பான  7 ஆவது ஊதியக் குழுவுக்கு , அதன் சுதந்திர செயல்பாட்டை முடக்கும் வகையில் நிதிச்சுமை குறித்து அறிவுறுத்தியுள்ள  மத்திய  நிதி அமைச்சகத்தின் தலையீடு குறித்து கண்டித்திடவும், 

NATIONAL COUNCIL  JCM  ஊழியர் தரப்பின் சார்பிலும், மத்திய அரசு ஊழியர் மகா சம்மேளனத்தின் சார்பிலும்  போராட்ட அறிவிப்பு வெளியிடப் பட்டுள்ளது.

கூட்டத்தில் மகா சம்மேளனத்தின் மூன்று கட்ட போராட்ட அறிவிப்பை செயல்படுத்துவது குறித்து விரிவாக விவாதிக்கப்பட்டு  முடிவுகள் எடுக்கப்பட்டன . அதன்படி 

1. எதிர்வரும் நவம்பர் 2 முதல் 6  தேதி வரை அந்தந்த துறை சார்ந்த அலுவல கங்களின் பிரச்சாரக் கூட்டங்கள் நடத்துவது.

2. நவம்பர் 6 ந் தேதி அறிவிக்கப் பட்டுள்ள  தார்ணா  போரட்டத்தை ,டெல்லி ஜந்தர்  மந்தரில் தார்ணா நடைபெறும் 19.11.2015 அன்று மாநில  தலைமை யகத்தில் சிறப்பாக  நடத்துவது .( அஞ்சல் பகுதியில்  ஆர்ப்பாட்டத்துடன் கூடிய  வேலைநிறுத்த நோட்டீஸ் அன்றைய தேதியில் வழங்க உள்ளதாலும் அன்றைய தேதியில் வேலைநிறுத்த சிறப்புக் கூட்டம் நடைபெற உள்ளதாலும் இந்த தேதி  மாற்றப்பட்டுள்ளது ).

3.தார்ணா  போராட்டத்தை மையப் பகுதியான   CPMG  அலுவலக வாயிலில் நடத்துவது. 

4.அதே தேதியில் தமிழகமெங்கும் கறுப்புச் சின்னம் அணிந்து கண்டன  ஆர்ப்பாட்டங்கள் நடத்துவது. 

இதற்கான தயாரிப்பு  வேலைகளை உடனடியாக துவக்குவது என்றும் முடிவுகள் எடுக்கப்பட்டன. இறுதியில்  மாநிலப் பொருளாளர் தோழர்.

வருந்துகிறோம்...............

தமிழ் மாநில அஞ்சல் மூன்று சங்கத்தின்   முன்னாள் மாநிலச் செயலர் அஞ்சா நெஞ்சன் அண்ணன் பாலு அவர்கள் இன்று (20.10.2015) காலை 7 .40 மணி அளவில் திருவனந்தபுரம் மருத்துவமனையில் இயற்கை எய்தினார் என்பதை ஆழ்ந்தவருத்தத்துடன் தெரிவித்துக் கொள்கிறோம். 

அன்னாரின் இறுதிச்சடங்கு அவரதுசொந்த ஊரான நாகர்கோவில் - சுசீந்திரம் அருகில் உள்ள குரண்டி என்கிற  கிராமத்தில் நாளை நடைபெற உள்ளது.

அவரது மறைவால் வாடும் அவரது குடும்பத்தாருக்கும், நம்முடைய இயக்கத் தோழர்களுக்கும் நம்முடைய ஆழ்ந்த வருத்தத்தை தெரிவித்துக் கொள்கிறோம்.

Bugs Fixed: 

1)     When two different daily accounts (different dates) of the same office (sub office) are received at HO, MO compilation module is not allowing to enter the data for two daily accounts of the same sub office for the same account date (i.e, HO date). This issue has been now fixed in this release.

New Features in RegisterNet Version 7.9.3 (CRCs)


1)     Closing a bag directly to the Bulk Customer:  For the bulk customer there will be one option of Invoice to Bulk Customer, here a direct bag will be closed to the bulk customer for all the articles to be delivered to Customer directly from CRC, which is explained below with the help of screen shots.

2)     The Bulk Delivery customer can be registered in Parcel Net website by giving the details CustomerName, hub Name etc., by logging in as Divisional Administrator.

3)     Once the customer is registered Successfully the customer Id will displayed which can be noted for

Further reference, the office need to update the latest Customer Master data by giving Customer Master Request in Administrator login.

4.Returns of all articles in bag can be taken by selecting the customer name,date and Bag number as seen below.

Government to unveil new I-T tool to check PAN transactions history

Government is set to unveil an ambitious PAN activity monitoring and analysis software tool that will enable Income Tax department to check transactions history of a person country-wide and help sleuths in effective tracking of black money trail.

The digital and smart platform is called the Income Tax Business Application-Permanent Account Number (ITBA-PAN) and is currently being put to final tests by a special team of tax sleuths and business software analysts at a facility in the national capital.

The new software tool will enable the taxman to view, in a chronological order, the entire "PAN life cycle summary" or to simply say transactions history of an individual or entity where a PAN number has been quoted, in any part of the country.

The project is expected to be activated by the end of this month by the 
Finance Ministry and will also enable the tax department and its two intermediary organisations--NSDL and UTIITSL-- to allocate a fresh PAN number and subsequently issue a new card in 48 hours flat as compared to the about 15 days time taken currently.

The operationalisation of the project assumes significance as 
Finance Minister Arun Jaitley had recently said that the government is at an "advanced stage in considering the requirement of furnishing PAN card details if cash transactions beyond a certain limit are undertaken."

The department, in order to enhance its capabilities to better track large value transactions in the country, has brought the ITBA-PAN portal and has for the same has also closed down its "legacy" and the existing Assessee Information System (AIS) early this month which till now used to hold the PAN database.

The new platform, according to an official proposal accessed by PTI, will also allow the taxman to view and capture various events of an assessee like "death, liquidation, dissolution, de-merger, merger, acquisition, fake PAN or amalgamation of PAN" in a specific or general case in an event of any investigation to be carried out in a case of black money or tax evasion.

"The ambitious project will be rolled out soon and the I-T department has already migrated all the PAN data last week from the old system to the new one. With this project going operational, PAN will become a unique identifying database in the real sense all across the country," a senior official said today.

The new tool will also allow the taxman to remotely identify duplicate or fake PANs in its system which has been troubling the tax investigators for a long time and was used by criminals to perpetrate black money operations within and outside the country.

The ITBA-PAN software will also allow a PAN holder to request for deletion or de-activation of his or her PAN and it will send an electronic and digitally signed "intimation letter" in this regard to the concerned assessee.

The soon-to-be launched platform will also allow an entity to activate a wrongly deleted or de-activated PAN number.

In order to provide better services to taxpayers, the platform will allow for a smooth computer-based transfer of an individual's PAN number in case they are transferred or re-located from one place to the other.

PAN is a ten-digit alphanumeric number issued in form of a laminated card by the Income Tax department.

It is also a national identification number of the taxpayer which has to be mandatorily quoted on the return of income and in all correspondences with the department.
