PM Narendra Modi to launch Digital India Week today

New Delhi: Prime Minister Narendra Modi will launch the ‘Digital India Week’ in the national capital today, with a view to empower the people of the country through the Digital India programme. Digital India aims to transform the country into a digitally empowered knowledge economy. Apart from the event here, 600 districts across the country will organise various programmes to sensitise people about the ongoing activities under the Digital India platform

இது டிஜிட்டல் யுகம். அனைத்து வேலைகளும் உட்கார்ந்த இடத்திலிருந்தே நிறைவேற்றிக் கொள்ள வேண்டும் என்கிற வேகம் எல்லா தரப்பினரையும் தொற்றிக் கொண்டுவிட்டது.
அதற்கு ஏற்ப ஆன்லைன் வர்த்தக வளர்ச்சியும் வேகமாக முன்னேறிக்கொண்டே இருக்கிறது. வீட்டுக்குத் தேவையான பொருட்கள் மட்டுமல்ல அடுத்த வேளை உணவையும் ஆன்லைனில் வாங்கிவிட முடிகிறது. அதற்கு ஏற்ப மத்திய அரசும் டிஜிட்டல் வளர்ச்சிக்கு முன்னுரிமை கொடுத்தும் வருகிறது.
பொருளாதார வளர்ச்சியில் முன்னேறுவது மட்டுமல்ல, மக்களின் சமூக வளர்ச்சியும் ஏற்றம் பெற வேண்டும் என்பதில் மாற்றுக் கருத்து இருக்க முடியாது. அந்த வகையில் ஆன்லைன் சேவைகளில் ஒன்றாக மத்திய அரசு சமீபத்தில் டிஜிட்டல் லாக்கர் சிஸ்டத்தை கொண்டு வந்திருக்கிறது.
ஏற்கெனவே இந்திய அரசின் பல்வேறு சேவைகளை செய்து வரும் நிறுவனமான என்எஸ்டிஎல் (National Securities Depository Limited) இ-உயில் முறையை கொண்டு வந்து, அது பரவலான வரவேற்பை பெற்றுள்ளதும் கவனிக்கத்தக்கது.
இந்த இரண்டு டிஜிட்டல் சேவைகளும் ஆவணப் படுத்துதலில் அடுத்த கட்ட வளர்ச்சி என்று குறிப்பிடலாம். இந்த சேவைகளை பயன்படுத் துவது எப்படி, பயன்கள் என்ன?
இ-உயில்
உயில் எழுதுவதில் உள்ள வழக்கமான நடைமுறைகளை இதற்கு கடைபிடிக்க வேண்டாம். எனவே அதற்கு அலைவது, செலவழிப்பது என்கிற சுமைகள் கிடையாது. மேலும் பேப்பர் வடிவிலான ஆவணத்தை விடவும் டிஜிட்டல் வடிவிலான உயில் ஆவணமாக இருப்பது கூடுதல் பாதுகாப்பு.
பயன்படுத்துவது எப்படி?
உயில் எழுத விரும்புபவர், உயில் குறித்த விவரங்களை முதலில் தெளிவாக எழுதிக்கொள்ள வேண்டும். என்எஸ்டிஎல் இணையதளத்துக்குச் சென்று இதற்கான விண்ணப்பத்தைப் பூர்த்தி செய்ய வேண்டும்.
இந்த விண்ணப்பத்தில் பாலினம், மதம், இருப்பிடம், தொழில், இந்திய குடிமகன் குறித்த விவரங்கள் கேட்கப்பட்டிருக்கும். அதற்கு அடுத்து குடும்ப உறுப்பினர்கள், சம்பந்தபட்ட சொத்து, பொறுப்பில் உள்ள சொத்து, அதில் உரிமையான பாகம் உடையவர்கள் குறித்த விவரங்களும் கேட்கப்பட்டிருக்கும். இந்த விவரங்களையும் பூர்த்தி செய்ய வேண்டும். இதற்கு பிறகு நாம் எழுதி வைத்துள்ள உயிலை நகல் செய்து இணைக்க வேண்டும்.
மேலும் உயிலோடு சம்பந்தப்பட்ட இதர ஆவணங்களையும் இணைக்க வேண்டும். விண்ணப்பம் ஏற்றுக் கொண்டவுடன், அதைப் பெற்றுக் கொண்டதற்கு மின்னஞ்சல் வரும்.
இந்த முதல் கட்டம் முடிந்த பிறகு உயிலில் நாம் குறிப்பிட்டுள்ள விவரங்களைச் சோதித்து, அது சரியானதுதானா, இதில் மாற்றங்கள் ஏதும் உள்ளதா என அடுத்த மின்னஞ்சல் அனுப்புவார்கள்.

இதற்கான கட்டணம் ரூ.4,000. பதிவு செய்யப் பட்ட உயிலை திரும்பவும் மாற்றி எழுதலாம். இதற்கான கட்டணம் முன்பு அளித்த கட்டணத்தில் 40% வரை கட்ட வேண்டும். உயில் பதிவு செய்யப்பட்ட பிறகு, உயிலின் ஆவணங்களை தொலைத்துவிட்டால், மீண்டும் புதிய ஆவணங்களைக் கொடுத்து புதியதாகவே உயில் பதிவு செய்ய வேண்டும்.
இந்த இ-உயிலை வாரிசுதாரர்கள் பார்வையிடலாம். இதற்கான கட்டணம் ரூ.250. இந்த கட்டணங்களை நெட் பேங்கிங், கிரெடிட், டெபிட் கார்டு அல்லது வங்கிக் கணக்கு மூலம் செலுத்தலாம். அஞ்சல் மூலமாக பெற கட்டணம் ரூ.500.
வரம்புகள்
இந்த சேவையை பயன்படுத்திக் கொள்ள எந்த கட்டுப்பாடுகளும் இல்லை. சம்பந்தப்பட்ட சொத்துக்கு உரிமையுடைய நபர்கள் மட்டுமே பதிவு செய்யலாம். தனிநபருக்கு மட்டு மல்லாமல் நிறுவனங்களுக்கும் இந்தச் சேவை கிடைக்கும்.
பதிவு செய்த வர்களின் தகவல்கள் முற்றிலும் பாதுகாப்பாக வைக்கப்படும். தேவைப்பட்டால் தகவல்களை மின்னஞ்சல் அல்லது அஞ்சல் மூலமாகவும் பெற்றுக் கொள்ளலாம். இந்த சேவையை ஹெச்டிஎப்சி செக்யூரிட்டீஸ் நிறுவன மும் வழங்குகிறது.

இந்த சேவையை அறிமுகப்படுத்திய சில நாட்களுக்குள் இந்தியா முழுவதும் 1.73 லட்சம் மக்கள் உறுப்பினர்களாக பதிவு செய்துள்ளனர். 1.62 லட்சம் ஆவணங்கள் பாதுகாப்பில் உள்ளன.
மத்திய பிரதேச மாநிலம் இந்த திட்டத்தைப் பயன்படுத்துவதில் முதன்மையாக உள்ளது. இந்த மாநிலத்தில் மட்டும் சுமார் 30,000 பேர் உறுப்பினர்கள் சேர்ந்துள்ளனர்.
தமிழ்நாட்டிலிருந்து 6,146 பேர் உறுப்பினர் சேர்ந்துள்ளனர். பல மாநிலங்களில் இந்த திட்டம் கண்டு கொள்ளப்படவே இல்லை. அரசின் இந்த இலவச சேவையை பயன்படுத்திக் கொள்வதில் தமிழ்நாடு முன்னிலை பெற வேண்டும். டிஜிட்டல் இந்தியாவில் இணைவது எதிர்கால தலைமுறைக்கு ஏற்றம் தரும்.

4–ந் தேதி அனைத்து சேமிப்பு கணக்குகளிலும் இன்சூரன்ஸ் பாலிசிகளிலும் வாடிக்கையாளர்கள் தங்கள் ஆதார் மற்றும் கைபேசி (செல்போன்) எண்களை இணைத்து கொள்ள சிறப்பு ஏற்பாடுகள் செய்வது,
6–ந் தேதி அனைத்து மின்னணு வணிக நிறுவனங்களும் தங்களது வணிகத்தை அஞ்சலகம் மூலம் மேம்படுத்த வரவேற்கப்படுகிறது. இதற்கான ஏற்பாடுகளும் செய்யப்பட்டுள்ளன.
7–ந் தேதி வாடிக்கையாளர் கருத்து கேட்பு நாள் ஆகும். ஈரோடு தலைமை அஞ்சல் அலுவலகத்தில் அன்று மாலை 4 மணிக்கு அஞ்சலகம் செயல்பாடுகள் குறித்தும் குறைநிறை பற்றியும் வாடிக்கையாளருடன் கலந்தாய்வு செய்யப்படுகிறது.
இந்த கூட்டத்தில் அனைத்து வாடிக்கையாளர்களும் தங்கள் கருத்துகளை தெரிவிக்க ஏற்பாடுகள் செய்யப்பட்டு உள்ளன.

Automatic Refund of Confirmed/ RAC E-Tickets on Cancellation of Trains

Ministry of Railways have decided to grant automatic refund of Confirmed/RAC e-tickets on cancellation of trains similar to waitlisted e-tickets. There shall not be any requirement for cancellation/filing of TDR for refund of e-tickets in case of cancellation of trains. This will become effective very shortly. 


In case of cancellation of trains, PRS counter ticket shall continue to be refunded across the reservation counter as per the existing provisions.

7th Pay Commission likely to recommend Jan 1, July 1 as Annual Increment issuing days


    “On July 1 of each year, annual increments are given for all the Central Government employees. So, tomorrow is the “Increment Day” for all.”

The 6th Pay Commission had introduced the practice of granting annual increment for all on the same day. Until then, increments were implemented for the employees based either on their date of joining or on their promotion dates.

In order to reduce the monthly work burden and for administrative expediency, suggestions from the various departments were presented to the 6th Pay Commission to recommend a single day as increment date. The 6th Pay Commission had recommend 1st July of earch year as increment day. From 01.01.2006 onwards, July 1 was made the day of implementation of annual increments to all CG staff.

Employees who are appointed after January 1st are not eligible for that year’s annual increment on July 1. They qualify for annual increment only the next year. And those who retire on 30th June, they are not eligible for annual increment.

The new increment rule continues to make a huge impact, when employees are joining duty and retire from duty, due to complex CCS (RP) rules on increment. Pointing out the practical difficulties in implementing this scheme, the National Council JCM suggested to the 7th Pay Commission may recommend that two specific dates, Viz January 1st and July 1st.

According to the NC JCM Staff Side suggestion, those recruited/appointed/promoted during the period between 1st January and 30th June will have their increment date on 1st January and those recruited/appointed/promoted between 1st July and 31st December will have it on 1st July next year.

It was also suggested to recommend that those who retire on June 30 and December 31 should be given one increment on the last day of their service.

Reliable sources confirm that, instead of granting 1st July, the 7th Pay Commission may recommend to implement a 2 Day annual increment method.

10 years age relaxation for the disabled in central govt jobs


A relaxation of ten years in age will be allowed for the visually-challenged, hearing-impaired, and persons suffering from locomotor disability or cerebral palsy in case of direct recruitment to all posts under the central government.

Further, those belonging to the Scheduled Caste and Scheduled Tribe categories will get 15 more years and those from Other Backward Class (OBC) will be entitled for 13 years relaxation, as per new rules formed by the Department of Personnel and Training (DoPT) today.

However, the relaxation is applicable with the condition that maximum age of the applicant shall not exceed 56 years, the new rules said.

Earlier, there was a provision of five years of concession in upper age limit (10 years for SC/ST, eight years for OBC) for recruitment to Group 'A' and 'B' posts, otherwise than through open competitive examination. There was a provision of ten years of concession in upper age limit for Group 'C' and 'D' posts filled through employment exchanges.

"Age relaxation of 10 years (15 years for SC/ST and 13 years for OBC candidates) in upper age limit shall be allowed to persons suffering from (a) blindness or low vision, (b) hearing impairment and (c) locomotor disability or cerebral palsy in case of direct recruitment to all civil posts or services under the Central government identified suitable to be held by persons with such disabilities," it said.

The age concession to the persons with disabilities shall be admissible irrespective of the fact whether the post is reserved for person with disabilities or not, provided the post is identified suitable for the relevant category of disability, it said.

"This provision will not apply to the civil services examination, in respect of which the list of services identified suitable for physically disabled category along with the physical requirements and functional classifications is notified separately," the DoPT said.

The relaxation of age limit would be permissible to such persons who have a minimum of 40 per cent disability, it said.

"If a person with disability is entitled to age concession by virtue of being a central government employee, concession to him or her will be admissible either as a 'person with disability' or as a 'central government employee' whichever may be more beneficial to him or her," the rules said.

The ministries or departments are advised to ensure invariably that while sending the requisition to the Union Public Service Commission and Staff Selection Commission and other recruitment agencies for direct recruitment posts by selection, they should clearly mention in the requisition the category of person with disabilities suitable for the post in question, the DoPT said.

Consumer Price Index for Industrial Workers (CPI-IW) – May, 2015

The All-India CPI-1W for May, 2015 increased by 2 points and pegged at 258 (two hundred and fifty eight). On 1-month percentage change, it increased by (+) 0.78 per cent between April, 2015 and May. 2015 when compared with the increase of(+) 0.83 per cent between the same two months a year ago.

The maximum upward pressure to the change in current index came from Food group contributing (+) 1.96 percentage points to the total change. At item level, Rice, Arhar Dal, Gram Dal, Masur Dal, Moong Dal, Urd Dal, Groundnut Oil, Mustard Oil, Fish Fresh, Goat Meat, Poultry (Chicken). Onion, Vegetable items, Electricity Charges, Petrol, Tailoring Charges, etc. are responsible for the increase in index. However, this increase was restricted by Wheat. Wheat Atta. Gourd, Torai, Lady’s Finger, Mango, Sugar, Bus Fare, etc., putting downward pressure on the index.

The year-on-year inflation measured by monthly CPI-1W stood at 5.74 per cent for May, 2015 as compared to 5.79 per cent for the previous month and 7.02 per cent during the corresponding month of the previous year. Similarly, the Food inflation stood at 5.99 per cent against 5.68 per cent of the previous month and 7.66 per cent during the corresponding month of the previous year.

At centre level, Mercara, Bokaro, Coonoor, Belgaum and Madurai reported the highest increase of 8 points each followed by Tiruchirapally (7 points). Among others. 6 points increase was observed in 4 centres. S points in 5 centres. 4 points in 12 centres, 3 points in 9 centres. 2 points in 10 centres and 1 point in 15 centres. On the contrary, Srinagar and Rangapara Tezpur centres recorded a maximum decrease of 3 points each followed by Darjeeting (2 points). Among others. 1 point decrease was observed in 4 centres. Rest of the 10 centres’ indices remained stationary.

The indices of 37 centres are above All India Index and other 40 centres’ indices are below national average. The index of Tiruchirapally is at par with all-India index.

The next index of CPI-IW for the month of June, 2015 will be released on Friday. 31st July. 2015. The same will also be available on the office website www.Iabourbureau.gov. in.

Government Employees union asks Seventh Pay Commission to expedite completion of its report

Jammu: A government employees’ union today asked the Chairman of Seventh Central Pay Commission to expedite completion of its report on salaries, allowances and pensions of about 80 lakh of central government employees and pensioners.

“We urge upon the Chairman of Seventh Central Pay Commission to expedite completion of recommendations and get it finalised by the stipulated time so that there is no delay in its implementation in favour of both Centre and state government employees and pensioners,” National Mazdoor Conference (NMC) President Subash Shastri said.

In a memorandum sent to Justice Ashok Kumar Mathur (retd.), Chairman of the Seventh Central Pay Commission, Shastri appealed to recommend its report to state government as well, “So that the gap arising out of implementation of the Seventh Central Pay Commission recommendations does not mainly go against the interest of state government employees and pensioners.”

He also said that keeping in view the rising cost of living, the Pay Commission should effectively formulate strategies to deal with inflation.

Shastri earlier said that the pay commission should submit their report to the Central Government at appropriate time, so that it will enable to implement its report from 1st January, 2016.

E-filing: I-T dept to send 24-hr valid password to taxpayers

            New Delhi:  In order to end the trouble of sending paper-based acknowledgement of e-filed Income Tax Returns (ITRs), the CBDT is planning to send a one-time password (OTP) on taxpayers’ mobile phones which will be valid for 24-hours after getting verified from the Aadhaar database.       The department, a senior official said, has decided to usher these new protocols very soon as the new ITRs for the assessment year 2015-16 have recently been notified, heralding the onset of the tax filing season.      The deadline for filing ITRs is August 31. A senior official involved in the processes told PTI that the new ITRs will capture the Aadhaar number of an individual and after doing a “back end” matching of the Aadhaar number with the mobile number and other vital personal data of the individual, an OTP will be generated and sent for validating and final submission of the return.

AICPIN points for the month of May to be announced Tomorrow

“The Ministry of Labour will announce the ‘All India Consumer Price Index for Industrial Workers’ for the month of May, tomorrow; AICPIN indicates the rise and fall of prices of essential commodities across important towns and cities in the country”.

After significant changes in the Agricultural and Rural AICPIN points in the month of May, there is tremendous curiosity regarding the AICPIN points for the industrial workers. The index of Agricultural and Rural AICPIN had increased by 6 and 7 points to 811 and 816 respectively.

CPI (IW) BY 2001=100 points indicate the fluctuation of prices of essential commodities. If the CPI (IW) points increase, it leads to an increase in the percentage of additional Dearness Allowance for Central Government employees and Pensioners.

If the AICPIN for the month of May increases by 4 points, then the Dearness Allowance for July could be higher by 7%. In other words, from 113%, it could go up to 120%.

The AICPIN points of each month are calculated on the basis of the fluctuations in the prices of 24 commodities, including rice and wheat, in 78 selected cities and towns. The CPI (IW) BY 2001=100 of this month is released towards the end of the following month.

The present method of calculation was recommended by the 6th Central Pay Commission. From 01.01.2016 onwards, it will be calculated based on the recommendations of the 7th Central Pay Commission.

Central Government is considering to increase the eligibility limit of bonus from 10000 to 21000.
According to media source, the Central is going to give a green signal to the much awaited decision to raise eligibility limit of bonus from Rs.10000 to 21000. And the calculation ceiling also hike from Rs.3,500 to Rs.7,000

The payment of Bonus (Amendment) ordinance 2007 according to which section 12 of the payment of Bonus Act 1965 had been amended raising the ceiling for calculation purpose from salary of 2500/- P.M. to Rs.3500/-P.M. w.e.f. 01.04.2006. And also amended the Payment of Bonus Act, 1965 to raise the eligibility limit for payment of bonus from the salary or wage of Rs. 3500/- per month to Rs. 10000/- per month.



Central Government employees are regularly given Productivity Linked Bonus(PLB). Each department announces its bonus days in the month of September. But, since there was an upper limit, only small amounts were given as bonuses. CG Employees Federations all over the country were demanding that the limits should be raised.

Ex-servicemen to begin hunger strike for OROP

Annoyed with the attitude of the BJP-led NDA government at the Centre in implementing the one rank, one pension scheme, the Ex-servicemen’s Welfare Association of Jalandhar Cantonment has decided to stage a peaceful hunger strike in front of the District Administrative Complex (DAC) from June 29 to July 1 from 10 am to 7 pm to convey their grievances to the Central government. The Association says the Centre is trying to delay and dilute the demand for OROP.

The hunger strike is being observed in support of those who have been protesting in Delhi. Lt Col Balbir Singh (retd), president, Ex-servicemen’s Wellfare Association, said the BJP government is hurting the sentiments of the ex-servicemen by not fulfilling its promises made during the election rallies and also during the PM’s Mann Ki Baat programme on radio. This is causing discontent and frustration among veterans who may, in an agitated mood, indulge in unlawful activities which may not be good for the government, if they are not attended to with pride and honour.

He said the government is creating a hiatus between officers and other ranks by spreading false news without realising the implications at the national level. Therefore, implementing the one rank, one pension scheme at the earliest is the only solution to calm down the ex-servicemen, Lt Col Balbir Singh (retd) said.

“As many as 30 ex-servicemen will sit on hunger strike tomorrow. However, around 200 people will be supporting them. We will not hesitate to intensify the protest, if the government fails to implement OROP. Plans are being made to organise rallies in Bihar prior to the assembly elections there,” he added.

Lt Col Balbir Singh (retd) said the hunger strike will be observed in other districts too in support of their demands.
