Highlights of the 7th CPC for Department of Posts Employees

Postal Services Board :

The Commission has examined the demand for granting apex level to the members of the PSB and is of the view that adequate functional justification for the same does not exist. ( Para 11.8.11)


The Commission however is no t in favour of creating an additional post of member to discharge the financial function and is of the view that the portfolios of the six members can be so re-arranged that the need to create a new post of Member is obviated. ( Para 11.8.12)
IPS (Group – A):
In so far as Director, National Postal Academy is concerned, the view taken is that functional justification from upgrading the post to Apex level does not exist. As far as the rest of the demands for upgradation / creation of posts are concerned, these are administrative matters, which may be taken up with the concerned departments in the government. ( Para 11.8.15)
Postmaster Cadre :
The Commission recommends that while 25 percent of the posts of Senior Post Master may continue to be filled up from Post Master Gr.III through seniority based promotions, eligible officers from the Post Masters’ cadre (Postmaster Gr.II and Postmaster Gr.III) may also be permitted to appear for LDCE along with Inspector (Posts) for the balance 75 percent of the Senior Postmasters’ posts ( Para 11.8.18)
Inspector Cadre :
The Commission, therefore, recommends that Inspector (Posts) who are presently in the GP 4200 should be upgraded to GP 4600. With this upgradation, Inspector (Posts) shall come to lie in an identical grade pay as that of their promotion post of Assistant Superintendent of Posts (ASPOs). A higher grade would thus need to be extended to ASPOs. Accordingly, the Commission recommends that the promotional post of ASPOs be placed in the next higher GP 4800 and further, the post of Superintendent (Posts), which is presently in the GP 4800, be moved up to GP 5400 (PB-2). ( Para 11.8.21)
Postal Assistants / Sorting Assistants / LSG / HSG-II / HSG-I:


The Commission is of the view that there is no justification for enhancement of minimum educational qualifications for Direct Recruits for Postal Assistants/Sorting Assistants from Class XII to Graduation and the entry grade pay from GP 2400 to GP 2800. No justification for upgrading LSG, HSG-II & HSG-I (Para 11.8.23 & 11.8.24)
P A ( SBCO) :


The Commission is therefore of the view that no upgradation is warranted. As regards grant of cash handling allowance, the Commission is of the view that with the spread of banking and internet based payments coming into vogue there is no merit in granting an allowance for handling cash. ( Para 11.8.27).
Postman :
The Commission has noted the entry level qualifications prescribed (Class X or ITI for MTS) as also the work content, and is of the view that there is no justification for further raising the entry grade pay of Postman. ( Para 11.8.29)
Mail Guard :
As no modification in the grade pay of Postman is recommended, the Mail Guard shall also be placed in same pay level. ( Para 11.8.33)
Multi Tasking Staff :


No upgrade is considered necessary for either MTS-domestic or MTS-foreign posts. ( Para 11.8.37)
Binders :


There is no justification for raising the entry grade pay as sought. ( Para 11.8.39)
Artisans :
The Commission is of the view that no anomaly exists in the present pay structure of these posts. The cadre of artisans in the Department of Posts shall accordingly be extended only the corresponding replacement level of pay. ( Para 11.8.43)
Translation Officer :


The Commission, therefore, suggests that a comparative study of the job profiles be carried out by the department to arrive at the precise job content and a view taken thereafter. ( Para 11.8.45)
Technical Supervisors :
No upgrade is recommended. (11.8.47)
Gramin Dak Sewaks:


The Commission has carefully considered the demand and noted the following:
a. GDS are Extra-Departmental Agents recruited by Department of Posts to serve in rural areas.
b. As per the RRs, the minimum educational qualification for recruitment to this post is Class X.
c. GDS are required to beon duty only for 4-5 hours a day under the terms and conditions of their service.
d. The GDS are remunerated with Time Related Continuity Allowance (TRCA) on the pattern of pay scales for regular government employees, plus DA on pro-rata basis.
e. A GDS must have other means of income independent of his remuneration as a GDS, to sustain himself and his
Government of India has so far held that the GDS is outside the Civil Service of the Union and shall not claim to be at par with the Central Government employees. The Supreme Court judgment also states that GDS are only holders of civil posts but not civilian employees.
The Commission endorses this view and therefore has no recommendation with regard to GDS. ( Para 11.8.49 & 11.8.50)
Separate Cadre for S As / M Es :
System Administrators and Marketing Executives have demanded creation of separate cadres with higher pay scales. Presently incumbents of these posts are drawn from the cadre of Postal Assistants/Sorting Assistant Cadre.
The V and the VI CPC have also dealt with this issue and have not recommended separation of cadres. The Commission also does not see any rationale for creating separate cadres. (Para 11.8.51 & 11.8.52)

Committee set up to Review Wage Structure of Gramin Dak Sevaks

A one man Committee to examine the wage structure, service conditions, etc. of the Gramin Dak Sevaks in the Department of Posts has been constituted by the Government of India.

Shri Kamlesh Chandra, Retired Member of Postal Services Board, will constitute the Committee. The Committee will be assisted by Shri T.Q. Mohammad, a Senior Administrative Grade Officer, who will act as Secretary to the GDS Committee. The Committee will go into the service conditions of Gramin Dak Sevaks and suggest changes as considered necessary. The terms of reference of the Committee will, inter-alia, include the following:-

a) To examine the system of Branch Post Offices, engagement conditions and the existing structure of wage and enrolments paid to the Gramin Dak Sevaks and recommend necessary changes;

b) To review the existing Services Discharge Benefits Scheme/other social security benefits for the Gramin Dak Sevaks and suggest necessary changes;

c) To review the existing facilities/welfare measures provided to the Gramin Dak Sevaks and suggest necessary changes;

d) To examine and suggest any changes in the method of engagement, minimum qualification for engagement as Gramin Dak Sevaks and their conduct and disciplinary rules, particularly keeping in view the proposed induction of technology in the Rural Post Offices.

The Department of Post has 2.6 lakh Gramin Dak Sevaks. All these GDSs will come under the purview of GDS Committee.

Govt employees taking leave on Jan 1, 2016 may face cut in salary revision

New Delhi: It is bitter pill that the Central Government employees will have to swallow if they take leave on January 1, 2016.

As per the 7th Pay Commission Recommendations, taking leave on 1-1-2016 will affect the effective date of pay revision. The notification says that pay revision will be effected from 1st January 2016 only for those who are present on duty on 1st January 2016.

A Department of Para Military Forces has also informed its officials that if an employee goes on leave on 1st January 2016, the increased pay will be effected only from the date of which such employee resumes duty and not from the first of January 2016.

Hence the Central government employees planning to go on leave to celebrate New Year day or for any other reasons on 1st January 2016, have to re think about their decision.

Its advisable to check with their departments about the impact on revision of pay if they avail leave on 1st January 2016. If the department has announced January 1, 2016 as a holiday, it will be better to report to work the next day.

கல்வித்தரத்தை உயர்த்த வேண்டும்

இந்தியா பண்டைய காலத்தில் இருந்தே கல்வியில் சிறந்து விளங்கியிருக்கிறது. இதற்கு எடுத்துக்காட்டு, வடக்கே நாளந்தா பல்கலைக்கழகமும், தமிழ்நாட்டில் காஞ்சி பல்கலைக்கழகமும்தான். கி.பி. 5–ம் நூற்றாண்டில் இருந்து 12–13–ம் நூற்றாண்டுவரை நாளந்தா பல்கலைக்கழகம் பிரமாண்டமாக இயங்கியதற்கு சரித்திரச்சான்றுகள் இருக்கின்றன. இங்கு வெளிநாடுகளில் இருந்து எண்ணற்றோர் படிக்க வந்திருக்கிறார்கள். இதுபோல, காஞ்சீபுரத்தில் அதே காலகட்டங்களில் பல்கலைக்கழகம் இயங்கியதற்கும் ஆதாரங்கள் இருக்கின்றன.

அப்படி கல்வியில் சிறந்து விளங்கிய இந்தியாவில் உள்ள பல்கலைக்கழகங்களில் படிக்க, வெளிநாடுகளில் இருந்து மாணவர்கள் படையெடுத்து வந்த காலம் போய், இப்போது நிறைய மாணவர்கள் சிறந்த கல்வியை நாடி வெளிநாடுகளுக்கு அலை, அலையாய் செல்லத் தொடங்கியிருக்கிறார்கள் என்ற தகவல், மத்திய–மாநில அரசுகளைத் தட்டியெழுப்பும் தகவலாக அமைந்துள்ளது. அமெரிக்காவில் உள்ள சர்வதேச கல்வி நிறுவனம், சர்வதேச கல்வி பரிமாற்றம் தொடர்பாக ஒரு அறிக்கை வெளியிட்டுள்ளது. அதில், 2014–15–ம் ஆண்டில் மட்டும் அமெரிக்காவுக்கு படிக்க வந்த வெளிநாட்டு மாணவர்களில் இந்திய மாணவர்கள் கூடுதலாக வந்த சதவீதம்தான் அதிகம் என குறிப்பிடப்பட்டுள்ளது. அதற்கு முந்தைய ஆண்டு இந்தியாவில் இருந்து அமெரிக்காவுக்கு படிக்கவந்த மாணவர்களின் எண்ணிக்கையைவிட, 29.4 சதவீதம் அதிகமாக வந்திருக்கிறார்கள்.

இந்த கணக்குப்படி, இந்தியாவில் இருந்து மட்டும் ஒரு லட்சத்து 32 ஆயிரத்து 888 மாணவர்கள் அமெரிக்காவில் படித்துக்கொண்டு இருக்கிறார்கள். இதில், 80 சதவீத மாணவர்கள் என்ஜினீயரிங், கணக்கு, கம்ப்யூட்டர் அறிவியல், வர்த்தக படிப்புகளைப் படிக்கவே சென்று இருக்கிறார்கள். அங்கு மட்டுமல்ல, ஜெர்மனி, சீனா, ஆஸ்திரேலியா உள்பட பல நாடுகளுக்கு படிக்கச்செல்லும் மாணவர்களின் எண்ணிக்கையும் அதிகரித்துக்கொண்டேப்போகிறது. இது ஒருபுறம் இருக்க, இந்தியாவுக்கு படிக்கவரும் வெளிநாட்டு மாணவர்களின் எண்ணிக்கை குறிப்பாக அண்டை நாட்டு மாணவர்களின் எண்ணிக்கை குறைந்துவிட்டது. காரணம், கல்வித்தரம் மற்றும் பெண்களுக்கு பாதுகாப்பு இல்லாத நிலை என்ற எண்ணம் வளர்வதாகும். வசதி படைத்தவர்கள் வீட்டு பிள்ளைகள் மட்டுமல்லாமல், வசதி இல்லாதவர்கள்கூட வங்கிக்கடனை பெற்று வெளிநாடுகளுக்கு படிக்கச்சென்றுவிடுகிறார்கள். சிறந்த கல்விக்கும், நல்ல வேலைவாய்ப்பு தரும் செயல்முறை பயிற்சிக்கும் வெளிநாடுகளில் சீரிய வாய்ப்பு இருப்பதாக நினைக்கிறார்கள்.

இந்த நிலையில், உடனடியாக உயர்கல்வியில் மேலான மாற்றங்களைக் கொண்டுவரும் முயற்சியில் இன்னும் தீவிரமாக மத்திய–மாநில அரசுகள் ஈடுபடவேண்டும். இந்தியாவில் 1992–ல்தான் கல்விக்கொள்கை உருவாக்கப்பட்டது. அதன்பிறகு, இப்போதுதான் புதிய கல்விக்கொள்கை உருவாக்குவதற்கான முயற்சிகள் நடந்துவருகின்றன. உலகம் இத்தனை ஆண்டுகளில் எவ்வளவோ மாறிவிட்டாலும், நமது கல்விக்கொள்கை மட்டும் மாற்றம் காணாமல் இருப்பது சரியல்ல. சர்வதேசதரத்துக்கு இணையான பாடத்திட்டங்களை இணைக்கும் வகையில், கல்லூரிப்படிப்பு இருக்கவேண்டும்.

ஒருகாலத்தில் ஹார்வர்டு பல்கலைக்கழகத்தில் நான் மெட்ராஸ் பல்கலைக்கழக மாணவன் என்று சொன்னால் தனி மதிப்பு இருக்கும் என்பார்கள். அத்தகைய நிலை மீண்டும் தோன்றவேண்டும். சர்வதேச அளவில் சிறந்த 200 பல்கலைக்கழகங்கள் பட்டியலில் இந்தியாவில் உள்ள ஒரு பல்கலைக்கழகம்கூட இல்லை என்பது வெட்கித்தலைகுனிய வைக்கிறது. அதற்கு பல்கலைக்கழக துணைவேந்தர்கள் முதல் கல்லூரிகளில் உள்ள சோதனைக்கூட அட்டெண்டர்கள் நியமனம்வரை லஞ்சம் இல்லாத நியமனங்களாக, தகுதிபடைத்தவர்களாக நியமிக்கப்பட்டால், கல்வி நிச்சயமாக வளரும்.

தகுதிபடைத்த ஆசிரியர்கள், தரமான கல்வி என்றால் போதும், வெளிநாட்டுக் கல்வி இங்கேயே கிடைத்துவிடும். உயர்கல்விகளில் சிறந்த கல்வியாளர்கள் வேண்டும். கல்லூரிகளும், பல்கலைக்கழகங்களும் தன்னாட்சி கொண்டதாக இருந்தால் நல்லது. புதிய கல்விக்கொள்கை இதையெல்லாம் உள்ளடக்கியதாக இருக்க வேண்டும்.

ஓய்விற்கு பிறகும் மருத்துவ பலன்

சிம்லா : மத்திய அரசு ஊழியர்களுக்கு ஓய்வுபெற்ற பிறகும் மருத்துவ பலன்கள் வழங்க வேண்டும் என மத்திய அரசுக்கு இமாச்சல பிரதேச ஐகோர்ட் அறிவுறுத்தி உள்ளது. மருத்துவ பலன் விவகாரம் தொடர்பாக மத்திய அரசுக்கு எதிராக தாக்கல் செய்யப்பட்டிருந்த 3 நீதிபதிகள் அடங்கிய அமர்வு, மத்திய அரசுக்கு இந்த அறிவுறுத்தலை வழங்கி உள்ளது.

பான்’ எண் கட்டாயம் ‘பான்’ எண் இல்லாதவர்கள் தவறான தகவல் அளித்தால் 7 ஆண்டு ஜெயில் மத்திய அரசு எச்சரிக்கை

புதுடெல்லி,
குறிப்பிட்ட தொகைக்கு மேற்பட்ட பரிவர்த்தனைகளுக்கு ‘பான்’ எண் கட்டாயம் என்ற நடைமுறை 01.01.2016 அமலுக்கு வருகிறது. ‘பான்’ எண் இல்லாதவர்கள், தவறான தகவலை அளித்தால், 7 ஆண்டுவரை கடுங்காவல் தண்டனை அளிக்கப்படும் என்று மத்திய அரசு எச்சரித்துள்ளது.
பான் எண் கட்டாயம்வருமான வரித்துறை சார்பில் பொதுமக்களுக்கு நிரந்தர கணக்கு எண் (பான்) அளிக்கப்படுகிறது. வருமான வரி கணக்கு தாக்கல் செய்வதற்கு மட்டுமின்றி, சொத்து பரிவர்த்தனைகளுக்கும் இந்த எண் கேட்கப்படுகிறது.
உள்நாட்டில் கருப்பு பண புழக்கத்தை கட்டுப்படுத்தவும், வரி செலுத்துவோரின் எண்ணிக்கையை அதிகரிக்கவும் இதில் மேலும் பல கட்டுப்பாடுகளை மத்திய அரசு சமீபத்தில் அறிவித்தது. ஓட்டல் பில்தொகை, வெளிநாட்டு விமான பயண டிக்கெட் ஆகியவற்றுக்கு ரூ.50 ஆயிரத்துக்கு மேல் ரொக்கமாக செலுத்தினால், ‘பான்’ எண்ணை கட்டாயம் குறிப்பிட வேண்டும்.
இன்று அமல்ரூ.2 லட்சத்துக்கு மேல் நகை வாங்கினாலோ, ரூ.10 லட்சத்துக்கு மேல் அசையா சொத்துகள் வாங்கினாலோ, கேஷ் கார்டுக்கு ரூ.50 ஆயிரத்துக்கு மேல் ரொக்கமாக செலுத்தினாலோ, பட்டியலிடப்படாத கம்பெனிகளின் பங்குகளை ரூ.1 லட்சத்துக்கு மேல் வாங்கினாலோ ‘பான்’ எண்ணை குறிப்பிடுவது கட்டாயம் என்று அறிவித்தது. இவை உள்பட மொத்தம் 20 பரிவர்த்தனைகளுக்கு ‘பான்’ எண் கட்டாயம் ஆக்கப்பட்டது.
இந்த நடைமுறை, இன்று அமலுக்கு வருகிறது.
படிவம்இந்நிலையில், ‘பான்’ எண் இல்லாதவர்கள், தவறான தகவலை அளித்தால், 7 ஆண்டுவரை ஜெயில் தண்டனை அளிக்க வருமான வரி சட்டத்தில் வழிமுறை இருப்பது தெரியவந்துள்ளது.
‘பான்’ எண் இல்லாதவர்கள், ‘பான்’ எண் கட்டாய வரம்புக்குள் பரிவர்த்தனை செய்தால், அவர்கள் ‘படிவம் எண்–60’–ஐ பூர்த்தி செய்து அளிக்க வேண்டும் என்று மத்திய அரசு ஏற்கனவே கூறியுள்ளது. ஒரே பக்கம் கொண்ட அந்த படிவத்தில், அந்த நபரின் பெயர், முகவரி, பிறந்த தேதி, செல்போன் எண் போன்ற தனிப்பட்ட விவரங்களையும், ரொக்கம், காசோலை, கார்டு, வரைவோலை, ஆன்லைன் பரிமாற்றம் போன்றவற்றில் எந்த வழிமுறையில் அவர் பரிவர்த்தனை செய்தார் என்ற விவரத்தையும் பூர்த்தி செய்து அளிக்க வேண்டும்.
அவரது மொத்த வருமான விவரமும், படிவத்தில் கேட்கப்பட்டிருக்கும். விவசாய வருமானமும், விவசாயம் அல்லாத வருமானமும் பூர்த்தி செய்யும்வகையில், தனித்தனி இடம் ஒதுக்கப்பட்டு இருக்கும். ‘ஆதார்’ எண் நிரப்ப தனிஇடம் இருக்கும்.
அடையாளம் மற்றும் முகவரிக்கான ஆதாரத்தையும் (ஆதார், வாக்காளர் அட்டை போன்றவை) இணைக்க வேண்டும்.
7 ஆண்டுவரை ஜெயில்இப்படி ‘பான்’ எண் இல்லாதவர்கள் பூர்த்தி செய்த படிவம் எண் 60–ல் ஏதேனும் தவறான, பொய்யான விவரங்கள் இடம்பெற்று இருந்தால், அவர்கள் மீது வருமான வரி சட்டம் 277–வது பிரிவின்கீழ் வழக்கு தொடர வருமான வரித்துறைக்கு அதிகாரம் அளிக்கப்பட்டுள்ளது. பொய் தகவல்கள் இடம்பெற்றது நிரூபணமானால், அவர்கள் வரி ஏய்ப்பு செய்ய இருந்த தொகை ரூ.25 லட்சத்துக்கு மேல் இருந்தால், அவர்களுக்கு அபராதத்துடன் 6 மாதம் முதல் 7 ஆண்டுவரை கடுங்காவல் தண்டனை விதிக்கப்படும்.
அவர்கள் வரி ஏய்ப்பு செய்ய நினைத்த தொகை, ரூ.25 லட்சத்துக்கு உட்பட்டு இருந்தால், அவர்களுக்கு அபராதத்துடன் 3 மாதம் முதல் 2 ஆண்டுவரை கடுங்கால் தண்டனை விதிக்கப்படும்

Consumer Price Index for Industrial Workers (CPI-IW) – November, 2015

The All-India CPI-IW for November, 2015 increased by 1 point and pegged at 270 (two hundred and seventy). On 1-month percentage change, it increased by (+) 0.37 per cent between October and November, 2015 which was static between the same two months a year ago.


The maximum upward pressure to the change in current index came from Food group contributing (+) 0.64 percentage points to the total change. At item level, Wheat, Urd Dal, Mustard Oil, Eggs (Hen), Milk, Chillies-Dry, Garlic, Carrot, Lady’s Finger, Peas, Potato, Tomato, Tea (Readymade), Sugar, Flower/Flower Garlands, Tailoring Charges, etc. are responsible for the increase in index. However, this increase was restricted by Chillies Green, Onion, Brinjal, Cauliflower, Green Coriander Leaves, Methi, Radish, etc., putting downward pressure on the index.

The year-on-year inflation measured by monthly CPI-IW stood at 6.72 per cent for November, 2015 as compared to 6.32 per cent for the previous month and 4.12 per cent during the corresponding month of the previous year. Similarly, the Food inflation stood at 7.86 per cent against 7.50 per cent of the previous month and 2.56 per cent during the corresponding month of the previous year.
At centre level, Madurai reported the highest increase of 11 points followed by Tiruchirapally (9 points), Jalandhar, Puducherry and Salem (7points each) and Mundakkayam (6 points). Among others, 4 points rise was observed in 5 centres, 3 points in 7 centres, 2 points in 12 centres and 1 point in 10 centres. On the contrary, Jamshedpur, Tripura and Rangapara-Tezpur recorded a maximum decrease of 4 points each followed by Kolkata, Amritsar and Kodarma (3 points each). Among others, 2 points decrease was observed in 13 centres and 1 point in 8 centres. Rest of the 11 centres’ indices remained stationary.

The indices of 36 centres are above All India Index and other 41 centres’ indices are below national average. The index of Salem centre remained at par with all-India index.

The next issue of CPI-IW for the month of December, 2015 will be released on Friday, 29th January, 2016. The same will also be available on the office website www.labourbureaunew.gov.in.

1.5 percent extra growth needed to grant wage hikes: Jaitley

The government is ready to have a dialogue with the trade unions on wage increases, but the country needs to grow by an extra 1-1.5 percent so that it can sustain wage hike and other benefits given to workers and the poor, Finance Minister Arun Jaitley said on Wednesday.

"Our GDP growth of 7.5 percent is at a time when the world is experiencing global slowdown. We need to increase our growth rate. We have to at least increase it by 1-1.5 percent," he said at a felicitation function organised by the Bharatiya Mazdoor Sangh.

"In the coming year, there would be a burden of Rs 1.02 lakh crore of Seventh Pay Commission, OROP (one rank, one pension) burden is also there. That burden can be sustained only when there is increase in economic activity. Because of increased economic activity, government revenue and resources will go up," the finance minister said.

Noting that wages or bonus can only be increased when the government and private sector have the required resources, Jaitley said the minimum wages of labour should, at the least, be respectable and allow for inflation.

He asked the BJP-affiliated BMS to support the growth-oriented policies of the government, which will, in turn, take care of all their reasonable demands.

Committee set up to Review Wage Structure of Gramin Dak Sevaks 


A one man Committee to examine the wage structure, service conditions, etc. of the Gramin Dak Sevaks in the Department of Posts has been constituted by the Government of India.

Shri Kamlesh Chandra, Retired Member of Postal Services Board, will constitute the Committee. The Committee will be assisted by Shri T.Q. Mohammad, a Senior Administrative Grade Officer, who will act as Secretary to the GDS Committee. The Committee will go into the service conditions of Gramin Dak Sevaks and suggest changes as considered necessary. The terms of reference of the Committee will, inter-alia, include the following:-

    a)      To examine the system of Branch Post Offices, engagement conditions and the existing structure of wage and enrolments paid to the Gramin Dak Sevaks and recommend necessary changes;

    b)      To review the existing Services Discharge Benefits Scheme/other social security benefits for the Gramin Dak Sevaks and suggest necessary changes;

    c)      To review the existing facilities/welfare measures provided to the Gramin Dak Sevaks and suggest necessary changes;

    d)     To examine and suggest any changes in the method of engagement, minimum qualification for engagement as Gramin Dak Sevaks and their conduct and disciplinary rules, particularly keeping in view the proposed induction of technology in the Rural Post Offices.

The Department of Post has 2.6 lakh Gramin Dak Sevaks. All these GDSs will come under the purview of GDS Committee.

Subject :- Revision of pension in r/o pre-2006 Commissioned Officers/JCOs/ORs pensioners/ Family pensioners.

Reference:- This office Circular No. 547 dated 11.09.2015.

Pension Disbursing Agencies are aware that as per this office Circular No. 547 dt.- 11.09.2015, Service/Family Pension in respect of JCOs/ORs are to be revised w.e.f. 01.01.2006 by the Pension Disbursing Agencies as per tables attached with circular. Specific tables for revision of Special Pension/Invalid Pension/ Service Element of Disability Pension in respect of Pre- 01.01.2006 PBORs retirees discharged with less than 15 years of qualifying service and Service Pension of TA personnel irrespective of their qualifying service have not been prepared as the Pension Disbursing Agencies would not be in a position to revise such cases. Hence, such cases shall be referred to the Pension Sanctioning Authorities by Pension Disbursing Agencies on enclosed Annexure to issue corrigendum PPOs in affected cases.


2. Similarly the DSC personnel who are receiving two pensions, one for regular Army Service and other for DSC Service, their pension for DSC Service shall not be revised. The pension for regular Army service shall be revised under these orders by the Pension Disbursing Agencies. A reference for revision of pension for DSC service will be sent to PCDA (P) on attached Annexure for issue of Corr. PPO. However, Pension of DSC pensioners receiving only one pension for DSC service shall be revised under these orders from attached Table of the Army personnel. DSC pensioners who were on clerical duty and other duty, their pension shall be revised by the attached table for group ‘Y’ and group ‘2’ respectively.

3. Maximum term of engagement for various ranks is mentioned in Appendix ‘X’ of this office important Circular No. 501 dated 17.01.2013. To maintain the uniformity in the tables, the rates have been shown up to the qualifying service of 28 years for each rank. The Service Pension may be revised only up to maximum term of engagement.

4. In Annexure ‘C’ for Navy attached with GOI, MOD letter dated 03.09.2015 circulated vide Circular No. 547, the Column Nos. have been typed erroneously as 2, 3, 5……, same may be treated as re-numbered from ‘1’ upward accordingly. Column No. 21 of Annexure ‘B’ (Air Force) of GOI, MOD letter dated 03.09.2015 circulated vide this office Circular No. 547 has erroneously been typed as ‘2021’, the same may be read as Column No. ‘21’ instead of ‘2021’. Further, in column 9 of Annexure ‘B’, the rate shown for the rank of CPL ‘Z’ against the qualifying service of 25.5 years has erroneously been typed as ‘Rs. 5151’, the same may be read as Rs. 4922 instead of Rs. 5151.

5. Similarly, equivalence of ranks across the three services has also been provided in Circular No. 501 dt- 17.01.2013 and Circular No. 512 dt- 26.06.2013. The rank of Chief Mechanician is equivalent to Chief Artificer. Therefore, the pension of Chief Mechanician shall be revised according to Chief Artificer. As per this office ibid circular, the rank of Mechanician IV is equivalent to Artificer IV. Therefore, the pension of Mechanician lV shall be revised equivalent to Artificer- IV.

6. Further, revision under these order may be done on the basis of rank last held and not for the rank for which pensioned as the same has already been clarified in Note below Annexure-Ill of Gol, MoD letter dated 11.11.2008 circulated vide this office Circular No. 397 dated 18.11.2008 (as amended from time to time).

7. All other terms and conditions shall remain unchanged.

OFFICE MEMORANDUM

Subject:- Discontinuation of Interview at Junior Level Posts in the Government of India- recommendation of Committee of Secretaries.

The undersigned is directed to refer to this Department’s D.O. of even number dated 04.09.2015 and subsequent OM’s dated 09th October, 2015, 09th November, 2015 on the above subject seeking detailed information on the progress made/action taken in the matter.

2. It is informed that Secretary (Personnel) had convened meetings on 14th December, 2015 and 17th December, 2015 to review the progress of implementation of the “No Interview Requirement Proposal” and to get the updated status on the decision/progress made by the various Ministries/Departments. Keeping in view the queries raised by the representative of various Ministries/Departments the following is once again clarified:-

(a) The decision to discontinue interview for recruitments is for all Group ‘C’, Group (which are now reclassified as Group ‘C’) Posts and for nongazetted posts of Group ‘B’ Category and all such equivalent posts.

(b) The ‘No Interview Requirement” proposal has to be implemented for all the junior level posts in Government of India Ministries/Departments/attached Office/Subordinate Office/Autonomous Bodies/Public Sector Undertakings.

(c) Instructions issued by the Department of Public Enterprises on 14 th December, 2015 vide OM No. DPE-GM to all Administrative Ministries
concerned with CPSES under them with advice to dispense with the practice of interview (copy enclosed).

(d) The timelines set regarding completing the process of the discontinuation of interview by 31.12.2015 has to be adhered to strictly. From 01 st January, 2016 there will be no recruitment with interview at the junior level posts as mentioned at 2(a) above, in Government of India
Ministries / Departments / attached Office / Subordinate Office / Autonomous Bodies / Public Sector Undertakings. All the advertisement for future vacancies will be without the Interview as part of the recruitment process.

(e) The interviews will be done away even in cases where in the past the selections used to be made purely on the basis of performance in the interview. The Ministries/Departments/Organizations’ will consider revising the scheme for selection for such cases.

(f) It is also clarified that as Skill Test or Physical Test is different from Interview, and they may continue. However, these tests will only be of qualifying nature. Assessment will not be done on the basis of marks for such tests.

(g) In case of specific posts where the :Ministry/Departments wants to continue undertaking Interview as a process of recruitment, a detailed proposal seeking exemption will have to be sent to the DoPT with the approval of the Minister/Minister In-Charge.

3. All the Oentral Ministries/Departments are therefore requested to ensure that necessary action in respect of their Ministry/Department/Organizations are completed within the stipulated time.

A consolidated report with the details of the decision taken/progress made in this regard should also be furnished to this Department at the earliest and not later than 7th January, 2016. Report so to be furnished with the approval of the Minister/Minister In-Charge shall include the details of the name and number of posts where the interview is discontinued and posts for which the exemption has been sought within the purview of the administrative Ministries/Departments.
