வணக்கம். நமது  NFPE விடுத்த அறைகூவளுக்கிணங்க  February 20 மற்றும்  21 – ம்  தேதிகளில் நடைபெற்ற பொது வேலைநிறுத்தத்தில் பங்குபெற்ற அனைத்து தோழர்களுக்கும், தோழியர்களுக்கும்  தேனி கோட்டத்தின்  NFPEசார்பாக நன்றியை தெரிவித்துக்கொள்கிறோம்.

நாடு தழுவிய அளவில் 10 கோடி தொழிலாளர்களுக்கு மேல்  , எந்த வித அரசியல் பாகுபாடும் இல்லாமல் எதிர் வரும் பிப்ரவரி 20 மற்றும் 21 தேதிகளில் நடைபெறவுள்ள  48 மணி நேர வேலை நிறுத்தத்தில் பங்கு கொள்ள உள்ளார்கள். 

ஆளும் கட்சியான இந்திய தேசிய காங்கிரசின் அங்கீகரிக்கப் பட்ட தொழிற் சங்கமான INTUC  இந்த வேலை நிறுத்தத்திற்கு அழைப்பு விடுத்திருப்பதும் அதன் இணைப்பு சங்கமான  அஞ்சல் பகுதியின் FNPO  இந்த வேலை நிறுத்தத்தை முன்னின்று  நடத்துவதும் இதற்கு உதாரணமாகும். எப்போதும் தனியே நிற்கும்  தோழர். மகாதேவையா தலைமையில் ஆன AIPEDEU  சங்கமும்  இந்த வேலை நிறுத்தத்தில்  தன்னை முழுமையாக ஈடுபடுத்திக் கொண்டுள்ளதாக அவரது வலைத்தளத்தில்  வெளியிட்டுள்ளார் என்பதும் இங்கு  குறிப்பிடத்தக்கது. 

மத்திய அரசின்  தனியார் மயக் கொள்கைகளை தடுத்திட நாம் தொடர் போராட்டங்கள் பல காலமாக நடத்தி வந்துள்ளோம். NATIONAL  POSTAL POLICY 2012 என்பது அறிவிக்கப்பட்டு , PPP  என்று சொல்லப்படும்  PRIVATE -PUBLIC -PARTNERSHIP  என்ற கொள்கை அஞ்சல் துறையில் தன்னிச்சையாக அறிவிக்கப் பட்டுள்ளது உங்களுக்கு தெரிந்திருக்கும். INDIA  POST  வலைத்தளத்தில் இது பிரசுரிக்கப்பட்டுள்ளது. 

இந்த சூழ் நிலையில் தனியார் கூரியர் நிறுவனங்களுக்கு அஞ்சல் சேவையில் பங்கு என்பது  தற்போது பிரகடனப் படுத்தப் பட்டுள்ளது.  ஒவ்வொரு அஞ்சலகத்திலும்  கூரியர் நிறுவனங்களுக்கு இடம் ஒதுக்கிக் கொடுக்க இந்த வரைவு வழி வகை செய்துள்ளது . இதனை நாம் எதிர்க்க வேண்டிய  கட்டாயத்தில்  உள்ளோம். நாம் மட்டுமே தனியாக போராடினால் மத்திய அரசின் கொள்கை முடிவுகளை எதிர்த்திட முடியுமா என்பதை உங்களின் சிந்தனைக்கு விடுக்கிறோம். 

நாடு முழுதும் உள்ள கோடிக்கணக்கான  மத்திய, மாநில அரசு ஊழியர்கள், பொதுத் துறை ஊழியர்கள், வங்கி ஊழியர்கள் , அமைப்பு சாரா ஊழியர்கள், பாதுகாப்புத்துறை ஊழியர்கள்  திரண்டெழுந்து போராடும் போது  நாம் மட்டும் ஒதுங்கி நின்று வேடிக்கை பார்க்கலாமா ?

இந்த வேலை நிறுத்தத்தில் கலந்து கொள்ளாமல் , பிறகு பார்த்துக் கொள்ளலாம் என்றிருந்தால்  , நாம்  போராடும் போது  எவர் வருவார் என்பதை  சிந்திக்க வேண்டுகிறோம் .

எப்போதும் போல  நம்மில் ஒரு சிலர்  இது அரசியல் கட்சிகளின் போராட்டம் என்று கூறி ,  ஊழியர்களை  பிளவு படுத்த நினைப்பது எந்த வகையில் சரி என்பதை  உங்களின் சிந்தனைக்கே  விடுகிறோம் .  

நாளை BSNL  போல நமது துறையும்  சீரழிக்கப் படும்  . BSNL  ஊழியர்கள் , அவர்களது துறை காக்க போராடும் காலமெல்லாம்  அதனை கொச்சைப் படுத்திய  சில பிளவு வாத சக்திகள் , இன்று  4 ஆண்டுகளாக அந்த ஊழியர்களுக்கு BONUS  நிறுத்தப் பட்டுள்ளதற்கு  என்ன பதில் சொல்வார்கள் . போதிய நிதி இல்லை என்று கூறி BSNL  இல்  மாத சம்பளமே சில மாதங்களுக்கு முன்னர் நிறுத்தப் பட்டது உங்களுக்கு நினைவிருக்கும் . அவர்களுக்கு LTC  கிடையாது . தற்போது ஒரு லட்சம் ஊழியர்கள் உபரி என்று அறிவிக்கப் பட்டு  VRS  இல் செல்ல நிர்ப்பந்திக்கப்  படுகிறார்கள் 

இது போல நமது துறையிலும் , கூரியர் நிறுவனங்களுக்கு கதவு திறந்து விடப்பட்டு , CBS  திட்டம் மூலம்  கிளை அஞ்சலகங்கள் வரை centralised  server  உடன்  இணைக்கப் படுமானால் ,  துணை  அஞ்சலகங்களில் வேலை  பாதியாகக் குறையும் .  தலைமை அஞ்சலகங்களில் SBCO,  SO SB BRANCH, MO PAID BRANCH   போன்றவை இருக்காது .

 ECS  மூலம் சம்பளம் உட்பட அனைத்து  ஊழியர்  BILL களும் பட்டு வாடா செய்யப் படும் போது  ACCOUNTS  BRANCH  எப்படி  இருக்கும் ?  அப்போது  ஊழியர்கள் உபரி என்று  இந்த இலாக்காவும் , அரசாங்கமும் அறிவிக்க எவ்வளவு நேரம் ஆகும் ?  BSNL  போல  நமக்கும்  போனஸ்,  சம்பள  நிறுத்தம் வருமா வராதா ?  இந்தக் கொடுமை எல்லாம் எதிர்க்க வேண்டிய கடமை நமக்கு இருக்கிறதா இல்லையா ? இதனை எதிர்க்க இந்திய தேசமெங்கும்  அனைத்து பகுதி ஊழியர்களும் அணி திரளும் போது 

நாம் மட்டும் ஒதுங்கிக் கொள்ளலாம் என்று சிலர் பிரச்சாரம் செய்வது   கோழைத்தனமா ?  குழு மனப்பான்மையா ?

பொது நன்மை தேவையா ?  தனி மனிதர்களின் விருப்பு வெறுப்பு  தேவையா ?சிந்திக்க வேண்டுகிறோம் .  இன்று 10 கோடி பேருடன் இணைந்து  போராட வில்லையானால் , நாளை   தனியே போராடி மட்டும்  தலைகீழாக  மத்திய அரசின் கொள்கை முடிவுகளை புரட்டிப் போட்டுவிட முடியுமா ?  ஒவ்வொரு துறையிலும் ஊழியர்கள் பாதிக்கப் படும் போது , ஆங்காங்கே போராடி  தடுக்க முடியாத போது , தற்போது  அனைத்து பகுதி ஊழியர்களும் ஒன்று  திரண்டுள்ளோம் !

இன்றில்லையேல்  என்றும் இல்லை ! 

களம் இறங்கிப் போராடுவோம் !

Direct Cash Transfer Scheme (DCT) is going to be launched through post offices in Chittoor district on 09.02.2013

The direct cash transfer scheme (DCT) is going to be launched through post offices in Chittoor district. The seeding of the accounts of beneficiaries with Aadhaar numbers and biometrics is being completed and it would be launched by February 9, Chief Postmaster General AP Circle Karuna Pillai said.

Union Minister for Rural Development Jairam Ramesh, Union Minister of State for Information Technology and Communication Killi Kripa Rani, Chief Minister N Kiran Kumar Reddy and other Ministers and dignitaries are expected to attend the launch, she said speaking on the sidelines of the AP Postal Regional Cultural Selection Trials 2013 here on Saturday.

Further, the Department of Posts is launching its core banking service in Srikakulam district and Parvathipuram division this month, she said. With the linking of the postal savings bank accounts the users would be able to transact their accounts in any post office in the region for now and later it would be expanded to cover all the post offices. These accounts also would be seeded with the Aadhaar and biometric details to enable their unique identification and enable them to be used for the Centre’s DCT scheme.

Accepting the fact that there were delays in the delivery of Aadhaar cards to individuals she said that postmen were heavily burdened. In some cases the postmen have 8,000 articles to deliver. This would cause a delay in their delivery. In Hyderabad, the postmen have been delivering the Aadhaar cards on Sundays and holidays also, she said and added that the Department was also recruiting staff apart from provide postmen with two-wheelers to increase the efficiency in the last mile delivery, she added.

The Department will sett up two automatic mail sorting machines at its complex near the Hyderabad airport. One system would cater to the regular letters and the other to sort the parcels. The letter sorting machine would be able to handle 35,000 letters per hour and the other would be able to sort 25,000 parcels per hour.

Merger of 50% of DA and DR with basic pay' - Finance Ministry not agreed to the Demand

    The below explanation was presented by the Minister of State for Finance Shri.Namo Narain Meena to the questions regarding merger of DA / DR  with basic pay of Central Government employees and Pensioners in the Parliament on 14.12.2012.

Question: 

   Whether various Associations/ Organisations of Central Government employees demanded merger of 50 per cent Dearness Allowance into the basic pay of Central Government employees and pensioners and the recommendation of the Sixth Central Pay Commission in this regard and action taken by the Government thereto?

Reply:

  Yes, A number of representations have been received from Associations/Organizations of Central Government Employees/Pensioners and individuals demanding merger of 50% of Dearness AHowance/ Dearness Relief with basic pay/pension respectively. The demand has been considered by the Government and not agreed to since the 6th Central Pay Commission has not recommended as such. 

The 6th Central Pay Commission did not recommend merger of dearness allowance with Basic Pay at any stage. Government accepted this recommendation vide Government of India Resolution dated 29.08.2008.

அன்புத் தோழர்களே ! வணக்கம் ! தென் மண்டலத்தில்  நீண்ட காலமாக நடைபெறாமல் இருந்த இரு மாதங்களுக்கு ஒரு முறையிலான பேட்டி நடைபெற்று அதன் MINUTES  COPY  அளிக்கப்பட்டுள்ளது. இதன் பிறகு புதிதாக மாறுதலில் பணியில் அமர்ந்த  திருமதி . சாருகேசி PMG , SR  அவர்களுடன் நமது மண்டலச் செயலர் தோழர். K . நாராயணன் அவர்கள் கடந்த 19.1.2013 அன்றும் 04.02.2013 அன்றும்  நேர் காணல்  பெற்று  பல்வேறு ஊழியர் பிரச்சினைகளை பேசியுள்ளார். அதில் பல தீர்க்கப்பட உறுதி அளிக்கப் பட்டுள்ளன. 

ஏற்கனவே நடைபெறாமல் இருந்த ராமநாதபுரம் கோட்ட மாதாந்திர பேட்டி  CPMG  தலையீட்டில்  கடந்த 27.12.2012 அன்று நடத்தப் பட்டது. 

இதுபோல பழி வாங்கும் நடவடிக்கையாக பாம்பன் SPM  தோழர். P . நாகராஜன் அவர்கள் அங்கிருந்து 90 கி. மீ. தொலைவில் உள்ள ஆனந்தூர் SO  விற்கு மாறுதல் அளிக்கப் பட்டிருந்தது , தற்போது சரி செய்யப்பட்டு  அவரின் விருப்பப் படி அருகில் உள்ள ராமேஸ்வரம் SO  விற்கு உத்திரவு அளிக்கப்பட்டு பணியில் அமர்ந்துள்ளார் என்பதை மகிழ்ச்சியுடன் தெரிவித்துக்கொள்கிறோம்.

 Revised norms for operational activities at Speed Post Sorting Hubs, Intra-Circle Hubs and CRCs

Copy of D.G. Posts letter No. 28-8/2011-D dated 17.01.2013 on the above subject matter is reproduced below.

Reference is invited to the Directorate Memo No. 30-64/2009-D dated 08.10.2009, vide which ad-hoc norms for processing of Speed articles at Speed Post Centres were circulated. Attention is also drawn to the Directorate Memo No. 28-5/2006-D dated 13.09.2006, vide which norms for processing of registered articles at Computerized Registration Centres (CRs) were circulated.

2.  The matter relating to revision of norms for various activities at Speed Post Sorting Hubs, Intra-Circle Hubs and CRCs was under examination at this Directorate . Based on the Wok Study undertaken by the Directorate with respect to Speed Post operations at Speed Post Centres (restructured as ‘Sorting Hubs’ as part of Mail Network Optimization Project) and extension of operational processes followed at  Speed Post Hubs and Intra-Circle Hubs to the CRCs, norms for various activities have been revised. The revised norms are given at the Annexure and would be applicable to Speed Post Sorting Hubs and Intra-Circle Hubs as well as CRCs.

3.   The revised norms for activities at Speed Post Sorting Hubs, Intra-Circle Hubs and CRCs would be applicable with immediate effect.

   This issues with the concurrences of Integrated Finance Wing and approval of Secretary (Posts)

The below questions raised by the Hon'ble Member of Parliament Shri.Aswamedh Devi in the Lok Sabha and the Minister of State in the Ministry of Personnel, Public Grievances and Pensions and Minister of State in the Prime Ministers Office Shri. V. NARAYANASAMY answered to the question below quoted on 05.12.2012 in the written form as follows...

Questions :-

Whether the Union Government employees recruited after January, 2004 are not eligible for retirement benefits such as pension, GPF and gratuity..?

Whether not providing gratuity, pension and GPF facility is a discrimination with employees recruited after January, 2004 as the same is being provided to the employees of private sector..?

Whether the Government proposes to provide all retirement benefits including gratuity to the Government servants recruited after January, 2004..?

Answer :-

A new restructured defined contribution pension system for the new entrants to Central Government service, except to the Armed Forces, replacing the system of defined benefit pension including GPF, was notified on 22nd December, 2003. The Government employees appointed on or after 1.1.2004 and governed by the New Pension System can withdraw 60% of their Pension Fund as a lumpsum when they retire and the balance 40% of their wealth is used to purchase an annuity scheme from a life insurance company of their choice, which will pay him/her a monthly pension for the rest of his life. In casethe employees leave the New Pension Scheme prior to age 60, the mandatory anuitization would be 80% of the pension wealth.

The monthly annuity under the New Pension Scheme is only a replacement of pension on retirement and family pension on death after retirement. The benefits of Death-cum-Retirement Gratuity (DCRG) and pension/family pension have been provisionally allowed, vide Department of Pension & Pensioners` Welfare OM No. 38/41/06-P&PW(A) dated 5.5.2009, in respect of the Central Government servants covered by the New Pension Scheme in cases where a Government Servant is retired on invalidation/disability and in the case of death of a Government servant in service, on the same rates as are applicable under the old pension scheme, i.e. CCS (Pension) Rules, 1972.

The details of DCRG payable to employees of Central Government under NPS are as under:

(i) The retirement gratuity is payable to the retiring Government servant. A minimum of 5 years qualifying service and eligibility to receive service gratuity/ pension is essential to get this one time lump sum benefit. Retirement gratuity is calculated @ l/4lh of a month`s Basic Pay plus Dearness Allowance drawn before retirement for each completed six monthly period of qualifying service. The maximum retirement gratuity payable is 16 XA times the Basic Pay, subject to a maximum of Rs. 10 lakhs.

(ii) If the Government Servant dies while in service, the death gratuity shall be paid to his family at the rates furnished in the table below:
