நில மசோதாவுக்கு ஏற்பட்ட முட்டுக்கட்டையால் கிராமப்புற முன்னேற்றம் பாதிப்பு: முதல்-மந்திரிகள் கூட்டத்தில் பிரதமர் பேச்சு

மத்திய திட்டக்குழுவுக்கு மாற்றாக கொண்டு வரப்பட்டுள்ள நிதி ஆயோக் அமைப்பின் ஆட்சிமன்ற குழு கூட்டம், பிரதமர் நரேந்திர மோடி தலைமையில் டெல்லியில் நேற்று நடந்தது. இதில் மாநில முதல்-மந்திரிகள் கலந்து கொண்டனர். இந்த கூட்டத்தில் பிரதமர் மோடி பேசுகையில் கூறியதாவது:-

நிலம் கையகப்படுத்தும் சட்ட மசோதாவை நிறைவேற்றுவதில் அரசியல் ரீதியாக முட்டுக்கட்டை ஏற்பட்டுள்ளது. இதன் காரணமாக பள்ளிக்கூடங்கள் கட்டுதல், ஆஸ்பத்திரிகள் கட்டுதல், சாலைகள் அமைத்தல், நீர்ப்பாசன திட்டங்களை நிறைவேற்றுதல் உள்ளிட்ட கிராமப்புற முன்னேற்றம் கடுமையாக பாதிக்கப்பட்டுள்ளது. நில எடுப்புக்கு கூடுதல் இழப்பீடு வழங்குவதில் மத்திய, மாநில அரசுகள் இடையே கருத்து வேறுபாடு கிடையாது.

இதில் தீர்வு காண்பதில் அரசியல் மாச்சரியங்கள் கூடாது. அது, கிராமப்புறங்களுக்கு வசதிகளை ஏற்படுத்தி தருவதிலும், விவசாயிகளுக்கு பெரிய அளவிலான வளங்களை கொண்டு வந்து சேர்ப்பதிலும் பாதிப்பை ஏற்படுத்தி விடும். நிலம் கையகப்படுத்தும் மசோதா, தற்போது பாராளுமன்ற நிலைக்குழுவிடம் உள்ளது. பாராளுமன்றம் கூட உள்ள நிலையில், மாநிலங்களின் யோசனைகள் மீண்டும் கேட்கப்படுவது சரியானதாக இருக்கும்.

எங்கள் அரசு பதவி ஏற்ற பின்னர், 2013-ம் ஆண்டைய நிலம் கையகப்படுத்தும் சட்டத்தை அமல்படுத்துவது தொடர்பாக பல்வேறு மாநிலங்களும் கவலை தெரிவித்தன.

அந்த சட்டத்தின் பிரிவுகளால், வளர்ச்சிப்பணிகள் பாதித்துள்ளதாக பல மாநிலங்கள் கூறின. பல முதல்-மந்திரிகள் அந்த சட்டத்தில் திருத்தங்கள் செய்ய வேண்டும் என்று வேண்டுகோள் விடுத்தனர். இது தொடர்பாக மத்திய அரசுக்கு அவர்கள் கடிதங்களும் அனுப்பினர். டீம் இந்தியா என்ற ஒரே அணியின் அங்கம் என்ற வகையில், அனைத்து வளர்ச்சிப்பணிகளிலும் மாநிலங்கள் கவனத்தில் கொள்ளப்படும்.

கடந்த ஓராண்டு நல்ல தொடக்கமாக இருந்திருக்கிறது. திட்டமிடும் செயல்பாடுகளில் மாநிலங்கள் சேர்த்துக்கொள்ளப்பட்டுள்ளன. நிதி ஆயோக் துணைக்குழுக்களில் மாநில முதல்-மந்திரிகளுக்கு முக்கியத்துவம் தரப்பட்டுள்ளது.

மத்திய அரசு வளர்ச்சி திட்டங்களை தீட்டுகிறபோது, மாநில அரசுகளுடன் கலந்தாலோசனை செய்ய வேண்டும் என்று முதல்-மந்திரிகள் எப்போதுமே கருதுகின்றனர். மாநிலங்களின் வளர்ச்சி பற்றிய கவலைகளின் அடிப்படையிலும், விவசாயிகள் தங்கள் சட்டப்பூர்வமான பலன்களை அடைய வேண்டும் என்பதின் அடிப்படையிலும் தான், நிலம் கையகப்படுத்தும் அவசர சட்டம் 3 முறை பிரகடனம் செய்யப்பட்டது என கூறினார்


இந்த கூட்டத்தில் கலந்து கொண்டு பேசிய டெல்லி முதல்-மந்திரி அரவிந்த் கெஜ்ரிவால், பீகார் முதல்-மந்திரி நிதிஷ் குமார் ஆகியோர் நிலம் கையகப்படுத்தும் சட்டத்துக்கு எதிராக குரல் கொடுத்தனர்.

இந்த கூட்டத்துக்கு பின்னர் மத்திய நிதி மந்திரி அருண் ஜெட்லி, நிருபர்களிடம் பேசினார்.

அப்போது அவரிடம், நிலம் கையகப்படுத்தும் சட்டம் குறித்து கவலை தெரிவித்துள்ள தமிழக முதல்-அமைச்சர் ஜெயலலிதா எழுதியுள்ள கடிதம் பற்றி நிருபர்கள் கேள்வி எழுப்பினர். அதற்கு அருண் ஜெட்லி, “மாநிலங்கள் எழுப்பியுள்ள அனைத்து பிரச்சினைகளும் கவனத்தில் கொள்ளப்படும்” என பதில் அளித்தார்.

நிலம் கையகப்படுத்தும் சட்ட மசோதாவுக்கு முதலில் ஆதரவு தெரிவித்த சில கட்சிகள், இப்போது தங்களது நிலைப்பாட்டை மாற்றிக்கொண்டிருப்பதற்கு அருண் ஜெட்லி வருத்தம் தெரிவித்தார்.

தொடர்ந்து அவர் நிருபர்களிடம் கூறியதாவது:-

2013-ம் ஆண்டின் நிலம் கையகப்படுத்தும் சட்டத்தின் சில பிரிவுகளால், நிலம் கையகப்படுத்துவதில் பெரும் சிரமங்கள் இருப்பதாக மாநிலங்கள் புகார் கூறின. அதன் அடிப்படையில்தான், 2013-ம் ஆண்டில் கொண்டுவரப்பட்ட நிலம் கையகப்படுத்தும் சட்டத்தில் திருத்தங்கள் கொண்டு வந்தோம்.

மத்திய அரசின் நிலம் கையகப்படுத்தும் சட்டத்துக்காக காலவரம்பின்றி காத்திருப்பதை விட சில மாநிலங்கள் நிலம் கையகப்படுத்துதலை எளிதாக்கும் விதத்தில், மாநில அளவில் நிலம் கையகப்படுத்தும் சட்டம் இயற்றுவதில் ஆர்வம் கொண்டுள்ளன. மத்திய அரசு ஒருமித்த கருத்தை ஏற்படுத்த வேண்டும் என்று ஒரு முக்கிய ஆலோசனை வந்தது. ஆனால் கருத்து ஒற்றுமை ஏற்படுவதற்காக மாநிலங்கள் காலவரம்பின்றி காத்திருக்க முடியாது.

மத்திய அரசு இந்த நிலம் கையகப்படுத்தும் மசோதாவை ஒருமித்த கருத்துடன் நிறைவேற்ற தவறுகிற பட்சத்தில், அதை மாநிலங்களுக்கு விட்டு விட வேண்டியதுதான். விரைவான வளர்ச்சி காண விரும்புகிற மாநிலங்கள், அவர்கள் தங்கள் மாநிலங்களுக்கு என சொந்த சட்டம் இயற்றிக்கொள்ளட்டும்.

இதுபோன்ற யோசனைகள் பெரிய அளவில் வந்துள்ளன.

இந்த கூட்டத்தில் சில முதல்-மந்திரிகள் பங்கேற்கவில்லை. ஏற்கனவே ஒப்புக்கொண்ட நிகழ்ச்சிகள் காரணமாக சிலர் வரவில்லை. அவர்களில் பலரும் பிரதமரிடம் பேசினார்கள். இந்த கூட்டத்தை புறக்கணிக்க முடிவு செய்தவர்கள், அந்த முடிவு, கூட்டுறவு கூட்டாட்சிக்கு இசைவானதுதானா என்பதை சுயபரிசோதனை செய்ய வேண்டும். எப்போதுமே நீங்கள் வந்து, மாற்று கருத்தினை தெரிவிக்கலாம்.

நாட்டின் வளர்ச்சியில் நாங்கள் சமரசம் செய்து கொள்ளமாட்டோம். விவசாயிகளின் நலன்களை மனதில் வைத்துக்கொள்வோம். அந்த அடிப்படையில் நாங்கள் அனைத்து ஆலோசனைகளையும் பரிசீலிப்போம் என கூறினார்

“வரும் பாராளுமன்ற கூட்டத்தொடரில் நிலம் கையகப்படுத்தும் மசோதாவை நிறைவேற்றிவிட முடியும் என்று அரசுக்கு நம்பிக்கை உள்ளதா?” என ஒரு நிருபர் கேள்வி எழுப்பினார்.

அதற்கு அருண் ஜெட்லி நேரடியாக பதில் அளிக்காமல், “நல்லது. நாட்டுக்கு சில மாற்றங்கள் தேவை என்பதை நான் நிச்சயமாக சொல்வேன். ஒவ்வொரு வளர்ச்சி நடவடிக்கைக்கும் நிலம் தேவைப்படுகிறது” என கூறினார்.

நீரழிவு நோய் இருப்பவர்களெல்லாம் வேலைக்கு தகுதியானவர்கள் அல்ல என்று கூற முடியாது: ஐகோர்ட்டு உத்தரவு

சென்னை ஐகோர்ட்டில் தெற்கு ரெயில்வேயின் தலைமை பணியாளர் அதிகாரி, துணைத் தலைமை அதிகாரி, தலைமை மருத்துவ அதிகாரி ஆகியோர் தாக்கல் செய்த மனுவை விசாரித்து நீதிபதிகள் வி.ராமசுப்பிரமணியம், டி.மதிவாணன் ஆகியோர் பிறப்பித்த உத்தரவில் கூறப்பட்டு இருப்பதாவது:-

தெற்கு ரெயில்வே மற்றும் ஐ.சி.எப்.-ல் குரூப் டி பணிகளில் உள்ள 3 ஆயிரத்து 698 காலிப் பணியிடங்களை நிரப்புவதற்காக கடந்த 2007-ம் ஆண்டு நவம்பரில் அறிவிப்பு வெளியிடப்பட்டது. இதற்காக 4 லட்சத்து 3ஆயிரம் பேர் விண்ணப்பித்தனர்.

இதில் 2 லட்சத்து 95 ஆயிரம் பேர் தகுதியுள்ளவர்களாக தேர்வு செய்யப்பட்டு முதல் கட்டமாக உடல் தகுதி தேர்வுக்கு அனுப்பப்பட்டனர். அதில் பங்கேற்ற 79 ஆயிரம் பேர்களில் 34 ஆயிரத்து 927 பேர் தகுதி பெற்றனர். இவர்களுக்கு எழுத்துத் தேர்வு நடைபெற்றது. அதில் 6 ஆயிரத்து 367 பேர் தேர்ச்சி பெற்றனர்.

இவர்களில் 4 ஆயிரத்து 232 பேரிடம் சான்றிதழ் சரிபார்ப்பு மற்றும் மருத்துவ சோதனை நடத்தப்பட்டது. அவர்களில் 58 பேர் மருத்துவ ரீதியாக தகுதி பெறவில்லை. அவர்களில் பி.புஷ்பம் என்பவரும் ஒருவர்.

தனக்கு மீண்டும் மருத்துவ பரிசோதனை செய்ய வேண்டும் என்று புஷ்பம் கேட்டதன்படி, மீண்டும் பரிசோதனை மேற்கொள்ளப்பட்டது. ஆனால் அவர் தகுதியற்றவர் என்று மீண்டும் சான்றளிக்கப்பட்டது. இதை எதிர்த்து மத்திய நிர்வாகத் தீர்ப்பாயத்தில் புஷ்பம் வழக்கு தாக்கல் செய்தார்.

புஷ்பத்தின் மனுவை ஏற்றுக் கொண்ட தீர்ப்பாயம், அவருக்கு 12 வாரத்துக்குள் பணி வழங்கும்படி 17.10.14 அன்று உத்தரவிட்டது. இந்த உத்தரவை எதிர்த்து இந்த கோர்ட்டில் தெற்கு ரெயில்வே அதிகாரிகள் மனு தாக்கல் செய்தனர். அதில், மத்திய நிர்வாகத் தீர்ப்பாயத்தின் உத்தரவை ரத்து செய்ய வேண்டும் என்று கோரியிருந்தனர்.

இதுபோன்ற வழக்கு ஒன்றில் இதே ஐகோர்ட்டு ஏற்கனவே தீர்ப்பு ஒன்றை வழங்கியுள்ளது. அதில், உலகத்தின் நீரழிவு நோயின் தலைநகராக இந்தியா விளங்குகிறது என்றும் அதை நோய் என்று கூறுவதைவிட, உடலில் ஏற்பட்டுள்ள கோளாறு அல்லது சீர்குலைவு (டிஸ்ஆர்டர்) என்று கூறலாம் என்றும் குறிப்பிட்டுள்ளது.

ரெயில்வே நிர்வாகம் தரப்பில் வாதிட்ட வக்கீல், 40 வயதுள்ள புஷ்பத்துக்கு நீண்டகாலமாக நீரழிவு நோய் இருப்பதால், திறமையாக பணியாற்றுவதற்கான தகுதி அவரிடம் இருக்காது. எனவே அவரது விண்ணப்பத்தை நிராகத்ததில் குற்றம் காணக்கூடாது என்று குறிப்பிட்டார்.

மேலும், அந்த நோயால் உடலின் முக்கிய பாகங்களும் பாதிக்கப்பட்டு, பல்வேறு பின்விளைவுகளை ஏற்படுத்தும் என்றும் இதனால்தான் ரெயில்வே பணிக்கு நீரழிவு நோய் தாக்கியவர்கள் தகுதியானவர்கள் அல்ல என்று கருதப்படுகிறார்கள் என்றும் தெற்கு ரெயில்வேயின் தலைமை மருத்துவ இயக்குனர் அளித்த மனுவையும் ரெயில்வே வக்கீல் தாக்கல் செய்தார்.

புஷ்பத்துக்கு தீவிர நிலையில் நீரழிவு நோய் (எச்.பி.ஏ.1சி.) இருப்பதாகவும் அவர் கூறியுள்ளார். அவரது மருத்துவ ரீதியான கருத்துகளுக்கு பதில் கருத்து கூறுவதற்கு நாங்கள் மருத்துவ நிபுணர் அல்ல.

இந்த அளவு தீவிர நோய் இருந்தால் அது பிற்காலத்தில், சிறுநீரக பிரச்சினை, உறுப்பை நீக்குவது, குருட்டுத்தன்மை போன்ற பல பக்க விளைவுகள் எதிர்காலத்தில் ஏற்படும் என்று ஊகத்தில் கூறப்படும் கருத்துக்களை வைத்துக் கொண்டு புஷ்பத்துக்கு வேலை கொடுக்காமல் இருந்துவிட முடியாது.

ஆனால் தற்போதய நிலையில் புஷ்பத்தை வேலைக்கு தகுதியானவர் அல்ல என்று கூறும் அளவுக்கு பக்கவிளைவுகள் ஏற்பட்டிருக்கவில்லை. அவரிடம் இருக்கும் நீரழிவு நோயின் தற்போதய நிலையில், அவரால் தொடர்ந்து சீரான சிகிச்சையை பெற்றாலே போதும்.

எனவே, நீரழிவு அல்லது சர்க்கரை நோய் இருந்தால் அலுவலக பணிகளை ஒருவரால் நிறைவேற்ற முடியாது என்று அறிவியல் பூர்வமாக நிரூபிக்கப்படவில்லை என்பதால், ரெயில்வே நிர்வாகம் வைக்கும் வாதங்களை ஏற்க முடியாது.

நீரழிவு நோயின் தலைநகரம் என்று அழைக்கப்படும் அளவுக்கு இந்தியாவில் பலருக்கு இந்த பிரச்சினை உள்ளது. கடந்த 50 ஆண்டுகளாக தொழிற்சாலைகளால் தயாரிக்கப்பட்ட உணவு, உரம், மருந்து வகைகள், பானங்கள் ஆகியவற்றின் பாதிப்பாகவும் ஏற்பட்டிருக்க முடியும்.

இந்திய நீரழிவு நோய் ஆராய்ச்சி அறக்கட்டளையின் அறிக்கையின்படி, இந்தியாவில் வாழ்பவர்களில் 4கோடியே 90 லட்சம் பேர் நீரழிவு நோயினால் பாதிக்கப்பட்டுள்ளனர் என்று கூறப்பட்டுள்ளது. எனவே இவர்கள் பணியாற்றுவதற்கு தகுதியிழந்தவர்கள் என்றும் அவர்களுக்கு பணி வழங்கினால் அது பணி வழங்கியவர்களின் பொறுப்பில் வந்துவிடும் என்றும் கூறுவதை ஏற்க முடியாது.

ரெயில்வே நிர்வாகிகளின் மனு தள்ளுபடி செய்யப்படுகிறது. புஷ்பத்துக்கு இன்னும் 8 வாரங்களுக்குள் பணி வழங்கவேண்டும்.
இவ்வாறு அதில் கூறப்பட்டுள்ளது.

Police verification for passports to go online

NEW DELHI: Police verification for issue/renewal of passports will soon be an online affair, allowing its timeframe to be cut from the existing 20 days to less than a week.

The home ministry is set to allow all SP-level police officers access to databases such as National Population Register (NPR), Aadhaar and Electoral Photo I-Card via the Crime and Criminal Tracking Network System (CCTNS) to enable online verification of identity, address and criminal record, if any, of the passport applicant. 

Though the online check, for now, will be backed up with the usual physical verification by the local police, the ultimate aim is to fully eliminate the need for a doorstep check for all categories of passports. According to sources, the linking of CCTNS with NPR, UID and EPIC will enable the SP (superintendent of police) to match the photo and address provided in the passport application with the applicant's NPR, Aadhaar and EPIC records. Also, any criminal history of the applicant may be verified using CCTNS, which seeks to e-integrate police station records and systems across the country.

"We hope to have the online system for police verification in place by November. We expect the funding under CCTNS, which was not allocated any resources in this year's budget, to be cleared after the PM returns from his foreign tour. It will take us another 3-4 months to integrate the databases and have the technical infrastructure in place," a senior home ministry official said. 

Under the new arrangement, the processing time for police verification will be cut to less than a week from the existing 20 days (13-14 days for applicants based in Delhi), the official said. 

This is in line with Prime Minister Narendra Modi's recent direction to the foreign and home ministries — conveyed during his June 24 review under Pro-Active Governance and Timely Implementation (PRAGATI) -- to work towards quicker processing of passport services.

As per an agreement reached between the foreign ministry, the issuing authority for passports, and the home ministry, while a police verification request for issue of fresh passport would be triggered only after the scheduled appointment at Passport Seva Kendra, in case of applications relating to Tatkal, renewals and blue passports (issued to government servants), the police verification may be initiated immediately upon receipt of the application. 

"The online integration of CCTNS with NPR, UID an EPIC will help SPs verify at the click of a mouse the photo, address and criminal history of the applicant. This may also be followed, as per the SP's discretion, by a physical verification. Eventually, of course, the requirement of physical police verification will be totally done away with," the home ministry official said.

Incidentally, this online system for police verification will not be limited to passport services alone. The home ministry plans to extend it to police verification of tenants, domestic servants, new government recruits and even to background checks of prospective employees by companies

Cadre Restructuring of Postal Group -C Employees

The Cadre Restructuring for Potal Group -C Employees has been signed by the Ministry of Communication & IT and forwarded to DOPT for Final Approval on 13.05.2015.

It is expected that the proposal would be approved by DOPT after various formality checks and clearance from Department of Expenditure of Ministry of Finance.

The Salient features of the agreement are as follows :

1. Number of LSG posts will increase from 8 % to 22 %

2. Number of HSG II posts will increase from 2 % to 12 %



3. Number of HSG I posts will increase from 1.5 % to 4 %

4. After completion of 2 years in HSG I the official will be promoted to 4800 GP (Non-functional Basis)

5. The above proposal will be applicable to RMS, Circle Office and SBCO in the same ratio

6. Postman/Mail guard will get the same ratio of promotion.

1. The Post of SPM in Single and Double Handed Post offices will be placed under 2800/- Grade Pay ie All LSG and I MACP officials would man the offices.
2. The Post of SPM in Triple Handed and LSG Post offices will be placed under 4200/- Grade Pay ie All present HSG II / MACP II officials would man the offices and Posts.
3. The Post of HSG I and HSG II would be merged and placed under Grade Pay of 4600/- and be granted 4800/- on non functional basis after 4 Years.
4. The Post of Existing Postmaster Cadre officials will be modified in light of the same on approval of the Cadre Restructuring…

• The Present Postmaster Grade -I Offices are likely to be placed under the Grade Pay of 4200/-
• The Grade I Posts are likely to get ungraded to Grade II , creating wide opportunity for the Postmaster Cadre Official to get promoted to Grade II and Placed within the same division.
• The Present Grade II offices are likely to be placed under 4600/- Grade Pay creating more number of offices for HSG I and II officials.
• The Norms of the Postmaster Grade III Offices would be modified so as to identify 1/3rd of the merged HSG I and II for Postmaster Grade III.

Government mulls giving Rs 10 lakh extra to employees for taking VRS

New Delhi: Government is considering giving financial incentives Rs 10 lakh to those central government employees willing to go to voluntary retirement.

The Transport Minister Nitin Gadkari said on Thursday that he has asked his Ministry to come out with a proposal to give Rs 10 lakh extra to such employees for taking VRS.

Gadkari asked bureaucrats and engineers to take voluntary retirement, who often raise needless objections or delay work.

“There is a tendency to stop or delay work, which goes against everyone and hampers development. It’s better that government personnel take VRS…Let them go rather than troubling us,” Gadkari said while addressing a conference on highway construction equipment.

Large number of engineers and other officials from Transport Ministry, NHAI and other affiliated agencies were present in the meeting.

This is not the first time when Gadkari has cracked the whip on a public platform. Soon after taking charge of the Ministry, he had asked officials and engineers to stop the practice of making contractors visit them again and again.

He had said he would prefer such officials go out of the system. Gadkari had also warned that strict action would be taken against all those who keep files with them for several days.

Agartala: Even as the Reserve Bank of India is expected to give Department of Posts (DoP) payment bank licence by September, there are 2,590 post offices in the country with core banking facilities, Communication and IT Minister Ravi Shankar Prasad said today.

“I want to change the profile of the post office by extending its service to the poorer section of the people. We have applied for a payment bank licence with the RBI to bring a large section of unbanked populace of the country into the banking space,” the Union Minister said.

There were only 236 post offices under core banking facilities, but after the current NDA government came to power last year, 2,590 post offices have now core banking facilities, he said.

The minister today dedicated the core banking service of Agartala Post Office and laid the foundation stone for Dimapur Mukhya Dak Ghar in Nagaland here by remote control.

At present, post offices offer savings bank accounts, but cannot have credit or overdraft facilities.
Under payment banking licence an entity would be allowed to accept deposits, facilitate remittances and payments, but cannot lend.

“I want Indian post offices to have all modern and digital facilities. I want a person working at a metropolitan city get the facility to remit money to his mother through the post office. I want women working in village community centres get medical facilities by digitally linking them with good doctors,” he said.
The minister said the Centre wants to convert the country into a Digital India where a poor person can use smartphones and avail all modern facilities.

“At present there are 98 crore mobile phones, which will cross 100 crore soon and there are 30 crore internet connections in the country, which will also increase with the growing demand,” Prasad said adding, all gram panchayats in the country would be connected with optical fibre connections.

STRIKE NOTICE FOR 2ND SEPTEMBER STRIKE SHOULD BE SERVED BY ALL AFFILIATED ORGANIZATIONS ON 11TH AUGUST 2015.

Dear Comrades,
The National Executive Committee meeting of the Confederation of Central Government Employees & Workers was held at New Delhi on 12.07.2015. Affiliated organizations, General Secretaries of State Committees (COCs) and CHQ office Bearers attended the meeting. Com. K. K. N. Kutty, National President, Confederation, presided. After detailed deliberations for about six hours, the meeting took the following important decisions.

(I) 2nd SEPTEMBER 2015 NATIONAL STRIKE:
 

1. Confederation and all its affiliated organizations shall participate in the Nationwide one day strike on 2nd September 2015 as per the call of all Central Trade Unions and independent Federations.
 

2. Charter of demands on which the strike is being organised on September 2nd by Confederation shall include
(1) 12 point common charter of demands affecting all sections of the Indian working class and
(2) 10 point charter of demands of the central government employees formulated by the National Joint Council of Action.
(See Charter of demands attached – Annexure-I)
 

3. Intensive campaign should be conducted among all Central Government Employees by each individual organisation by holding General body meetings, conventions, office-to-office campaign and gate meetings. Notices, pamphlets and posters should be printed and circulated to all offices and employees. Wide publicity should be given through print and electronic media. All websites of affiliates shall exhibit the campaign details, photos etc.
 

4. Confederation CHQ Leaders shall visit all important centres throughout the country between August 16 to 31st and address Joint Conventions/meetings of the employees. Meetings should be organised by the state/District level units of the Confederation (C-O-Cs). Advance planning should be made by the C-O-Cs to make the campaign programmes of Al India Leaders a grand success, by ensuring maximum participation of employees from all affiliated organisations (Details of the campaign programme will be published in the website within two days.)
 

5. State/District Units of the Confederation shall plan and organize their own campaign programmes at state/District level.
 

6. Strike notice will be served by Confederation CHQ to the Cabinet Secretary, Government of India on 11th August 2015. On the same day each individual affiliated organsiation of the Confederation should also serve strike notice to their respective Departmental heads. Demonstrations in front of all important offices should be held on 11th August 2015. Copy of the strike notice served by each organisation should be sent (email) to confederation CHQ.
 

7. All affiliated organisation shall make maximum efforts to ensure participation of maximum number of employees in the 2nd September strike. More than 10 crores organised and unorganised workers will be participating in the strike.
 

8. All affiliated organizations should issue their own separate circulars to all the lower units directing the Branch/District/Divisional/State/Circle level leaders to start campaign work immediately and also to ensure maximum participation of employees in the strike.

(II) 23rd NOVEMBER INDEFINITE STRIKE:
 

1. Confederation and all its affiliated organizations shall commence their own independent intensive campaign especially among grass-root level workers from now onwards.
 

2. At the same time Confederation state/District level leadership (C-O-Cs) should take initiative to organize joint conventions of National Joint Council of Action at maximum possible centres.
 

3. Immediately after the 2nd September strike and after submission of report by 7th CPC, the Confederation National Executive will meet again and decide further programmes to intensify the campaign programme for the success of 23rd November indefinite strike.
 

4. A Resolution adopted by the National Executive regarding 2nd September one day strike and 23rd November indefinite strike is enclosed herewith.

(III) OTHER DECISIONS:
 

1. The All India Two days Women’s Workshop of Confederation will be held at Hyderabad on 9th & 10th October 2015. About 150 lady delegates from all affiliates and C-O-Cs will attend the workshop. Quota fixed for each affiliate and C-O-Cs will be circulated shortly. Delegate fee per head is fixed as Rs. 500/- (Rs. Five Hundred only). All affiliated organizations and C-O-Cs are requested to ensure maximum participation in the workshop. Travel tickets of the delegates may be booked well in advance.
 

2. Next National Conference of the Confederation will be held at Chennai (Tamilnadu) before September 2016. The Tamilnadu state Committee of the Confederation (C-O-C) shall finalise the dates/month in consultation with CHQ. Efforts may be made to hold the Conference in July itself.
 

3. Financial position of the Confederation CHQ was reviewed. It is noticed that many affiliates have not remitted their due quota. It is decided to instruct all affiliates to clear their quota arrears before 31st August 2015. Delegates to the National Conference will be fixed based on the quota remitted by each affiliated organizations and C-O-Cs. Needless to say that for smooth functioning of the CHQ and also for undertaking campaign programmes funds is a must.
 

4. Decided to nominate Com. R. Seethalakshmi, Convenor, Women’s Sub Committee, Confederation to the Women’s Committee of the Trade Union International (TUI)-Public an allied services functioning under world Federation of Trade Unions (WFTU)
 

5. Decided to grant affiliation to the following organizations
(a) Forest Survey of India Employees Association Dehradun (Uttrakhand).
(b) Employees Association of Directorate of Forest Education Dehradun Staff, Dehradun (Uttrakhand)
 

6. Decided to extend full support and cooperation for the successful conduct of the Asia-pacific region meeting of the Trade Union International (TUI) – Public and Allied Services at Delhi during the month of November 2015.

2ND SEPTEMBER 2015 STRIKE CHARTER OF DEMANDS

PART-I
 

1. Urgent measures for containing price-rise through universalisation of public distribution system and banning speculative trade in commodity market.
2. Containing unemployment through concrete measures for employment generation.
3. Strict enforcement of all basic labour laws without any exception or exemption and stringent punitive measure for violation for labour laws.
4. Universal social security cover for all workers
5. Minimum wages of not less than Rs. 15,000/- per month with provisions of indexation.
6. Assured enhanced pension not less than Rs. 3000/- P.M. for the entire working population.
7. Stoppage of disinvestment in Central/State PSUs.
8. Stoppage of contractorisation in permanent perennial work and payment of same wage and benefits for contract workers as regular workers for same and similar work.
9. Removal of all ceilings on payment and eligibility of bonus, provident fund; increase the quantum of gratuity.
10. Compulsory registration of trade unions within a period of 45 days from the date of submitting applications; and immediate ratification of ILO Convention C 87 and C 98.
11. Against Labour Law Amendments
12. Against FDI in Railways, Insurance and Defence.

PART-II
 

1. Effect wage revision of the Central Government Employees from 01.01.2014 accepting memorandum of the staff side JCM; ensure 5-year wage revision in future; grant interim relief and merger of 100% of DA; Include Gramin Dak Sevaks within the ambit of 7th CPC. Settle all anomalies of 6th CPC.
2. No Privatisation, PPP or FDI in Railways, Defence Establishment and no corporatization of Postal services.
3. No ban on creation of new posts. Fill up all vacant posts.
4. Scrap PFRDA Act an re-introduce the defined benefit statutory pension scheme.
5. No outsourcing, contractrisation, privatization of governmental functions; withdraw the proposed move to close down the printing presses, the publications, form stores and stationery departments and medical stores Depots; regularize the existing daily-rated/casual and contract workers and absorption of trained apprentices.
6. Revive the JCM functioning at all level as an effective negotiating forum for settlement of the demands of the Central Government Employees.
7. Remove arbitrary ceiling on compassionate appointment.
8. No labour reforms which are inimical to the interest of the workers.
9. Remove the ceiling on payment on bonus
10. Ensure five promotions in the serve career.

ANNEXURE-II

RESOLUTION ADOPTED BY THE NATIONAL EXECUTIVE COMMITTEE MEETING OF THE CONFEDERATION HELD ON 12.07.2015 AT NEW DELHI.

1. The National Executive of the Confederation which met at New Delhi on 12.07.2015 decided unanimously to endorse the call of the Central Trade Unions and independent Federations in the country for organizing one day nationwide strike on 2nd September 2015 to oppose the ongoing aggressive neo-liberal economic policies of the Government of India. The National Executive has decided to call upon all its affiliates to organise intensive mobilization campaign to reach out to each and every Central Government employees. The National Executive has also decided to deploy the National and state leaders of Confederation for a wider campaign amongst the Central Government employees in all states and District capitals of the country.

2. The meeting also noted with grave concern the rejection of a 5 years wage revision for Central Government Employees by the 7th Pay Commission and consequent demand of the benefit of merger of DA an Interim Relief. The meeting also noted the advisory articles appearing in the corporate/controlled media against the wage revision of Central Government Employees to influence the recommendation of the 7th CPC. The meeting noted with grave concern the negative attitude of the Government towards three lakhs Gramin Dak Sevaks of the Postal Department by refusing to include them in the 7th CPC. The meeting decided to exhort the affiliates to bring the contents of the memorandum of the staff side JCM once again to the employees and prepare them for the proposed indefinite strike action of the CGEs including Railways and Defence workers from 23rd November 2015. It was also decided that besides the National charter of demands of prepared by the Central Trade Unions, the 10-point Charter of demands of the JCM staff side National Council shall form the combined charters of demands of the Central Government employees for the strike action on 2nd September 2015.

3. The meeting decided to appeal to all state committees and affiliated organizations to take active part in all meetings and conventions organised by Central Trade Unions, jointly with state Government Employees Federation, Bank, Insurance and other public sector undertakings. The Confederation and its affiliates shall serve strike notice for the 2nd September strike on 11th August 2015 by holding massive demonstrations at the respective work places.

ORDER:

In the Government Order second read above, orders were issued revising the scales of pay of employees/ teachers on a ” pay scale to pay scale basis” notionally with effect from 1-1-2006 with monetary benefit from 1-1-2007 based on the recommendations of the Official Committee. Subsequently, One Man Commission was constituted to examine the anomalies, consequent on the implementation of the revised scales of pay and more specifically to examine the representations of the teachers associations to extend Central Scales of pay. The recommendation of the One Man Commission was accepted by Government in toto and 87 Government Orders were issued department-wise revising the pay scales of various categories.

2) As per the orders of the Hon’ble High Court, dated:OS-03-2012 in W.P.No.7006 of 2011, the Government constituted “Pay Grievance Redressal Cell” (PGRC) to examine the representations received from the employees associations / Heads of Department / individual employees including the aggrieved petitioners in Writ Petitions filed challenging the G.O.Ms.No.71, Finance (Pay Cell) Department, dated:26-02-2011. An elaborate exercise was done by the PGRC on 4376 representations received from various associations / individuals / Writ Petitioners and heard their grievances in person before arriving at conclusions. Based on the recommendations of the PGRC, 89 Government Orders were issued benefitting around two lakhs employees.

3) In spite of further revision in pay scales as indicated above, several court cases have been filed by individual employees /associations, seeking further pay revision. Further a number of requests are being made by individual employees /associations and information on present their request are sought under Right to Information Act 2005, which has resulted in voluminous work in Finance Department. Further, nine years has already lapsed since the implementation of revised pay scales· and therefore requests for further pay revisions cannot be entertained at this juncture with retrospective effect.

4) The Government after careful consideration has decided to examine the anomalies /requests for further pay revision at the time of general pay revision by constituting Commission /Committee. Accordingly, Government direct that the representations received from the associations /individual employees requesting for further revision of Pay Band /Grade Pay be deferred till a Commission /Committee is constituted for general pay revision. The Principal Secretaries /Secretaries to Government shall issue necessary instructions in this regard to the Heads of Department under their administrative control for strict adherence.

On recommendations of the VIth Pay Commission, these rates were again doubled with effect from 01-09-2008 and further increased @ 25% with effect from 01-01-2011 & with effect from 01-01-2014 as per recommendations of the VIth Pay commission on an increase of D.A @ 50% each time. Current rates with effect from 01-01-2014 are given as below:-
